Martzial, 'Community Development Tom Russell, ASS't. City Solicitor 1. Community Development The Committee approved by a 2-1 vote two.. rehabilitation loan applications - one for property at 17-19 Garland Street and one for property at 87 Cumberland Street. Councilor Tilley requested. opiesof the written materials on the application for 87 Cumberland Street. 2. Workers' Compensation Program. The Finance Director indicated that the current service contract and excess coverage with Penn General expires in two months. He has recently met with the new general manager and claims manager and is recommending the contract be changed from a calendar year basis to a fiscal year basis. The Finance Director discussed either asix-month extension or an eighteen -month extension and the General Manager. recommended an eighteen -month extension as it would lock in the current rate. Six months would take the agreement into July Of 1985 at which tim rates will probably increase. The Finance Director also indicated that the City's relationship with Penn General had greatly improved. The general manager indicated he would be willing to hold the current service fee for the full year and probably half of that fee for the six-montb period. The City currently pays $15,000 per year and an eighteen month extension period would be $22,500. The general manager asked for contract language that would allow for an additional charge once claims exceed a certain agreed upon number. Said number would be based upon the City's current experience plus a buffer sone for the City. The Committee granted the administration authority to negotiate an eighteen -month contract with Penn General. The Finance Director will come back with a firm arrangement to be approved by the Committee. Finance committee October 31, 1984 Page 2 3. Bias: a. Rydroelectxic Generating Egulpment. Award was approved to Worthington Division of McGraw -Edison, Company, the only bidder, at a total price of $16,588.00. b. Utility Spreader. Award was approved to Howard P. Fairfield, Inc., the low responsive bidder, at $3,902.00. c. Hydraulic Sp der. Award w approved to Hews Co., Inc., the only bidr�t $2,056.00. d. P=D Weai Rinq a. Award t0 Worthington Division, McGraw Edison Co., the only bidder, at $6,616.00. 4. Pro osal from Edwards a E 1 - Columbia Street k' k Malvsrs. The Committee agreed with the City Engineer's recommendation to hire EdwardsandHelcey of Boston to do an independent analysis on the parking deck structure at an estimated amount not to Geed $2,761. Hopefully, the analysis will determine who might - have been at fault for the problem of cracks forming on the beams which supports the tees, which has been a reoccuring problem. The City Engineer indicated that such independent analysis would determine the real problem so that the City could hire an attorney to try to recover some of the costs.involved with repair. Metcalf and Eddy, engineering consultants for the job, investigated the cracked beams and met with Nickerson and O'Day, the general contractors who constructed the deck. The contract from Metcalf and Eddy indicated they were responsible for drawing everything but the Eine details of the tees, which was done by Nickerson and O'Day. A Council Order will be drawn up for the November 14th agenda. 5. Contract with S.W. Cole - Soils AnStysis on Parcel -13 The Committee unanimously voted to approve a contract with S.W. Cole for a soils analysis on Parcel B-13 at an estimated $2,700 to $3,000. A Council Order will be prepared for the upcoming agenda on November 14th. _ 6. Perley Thibodeau. Tom Russell, Assistant City Solicitor, explained that in order for Mr. Thibodeau to apply for a loan through the State Housing Authority with intent to purchase the Pearl Street property that a purchase Finance Committee October 31, 1984 Page 3 and sale agreement from the City in order for the application to be processed. The original Council Order authorized disposition of said property subject to terms and conditions of the Finance Committee. The Committee approved the purchase and sale agreement contingent on asixty-day time period with options to renew for another sixty days depending" on the time required by the State Housing's program to review the application. Tom Russell will draw up a purchase and sale agreement to be signed by the City Manager and Mr. Thibodeau. Committee adjourned at 4:25 p.m.
