1. community Development.
Me Committee approved one property acquisition, and one disposition of
City property. Me Committee did not approve two loans (me for
property at 87 Cumberland Street and one for property at 17-19 garland
Street). Me two loam will be referred to the next Finance Committee
meeting.
2. Contract and Financing for Engineering Services for FAA Flight Service
Building at BIA.
The City administration met with the FAA on October 23rd to review the
time schedule the City will have to t In order to
construct the
Flight Service Building to meet the FAA's demands. FAA meds to occupy
the building by October 1, 1986, and basic plans and specs need to be
drawn up for the building. After the place a complete, the City will
W entering into a lease with FAA concerning thlease of the proposed
building but FAA wants to attach said plans to that lease thereby making
It necessary to provide the plans as soon as possible.
Eaugorcompeted with co unities within Moue and New Hampshire to
receive this building.FPA is consolidating their flight service
stations around the country with this proposed station comolidating
Eoulcon, Augusta and Concord, New Eanpebire's facilities into one, and
It will create approximately 68 jobs.
The Economic Development Director gave the Committee background
information explaining that twenty-one Individual communities were
asked
for specs for the proposed building. It was highly speculative and
where the City had no mney available for this type of engineering the
Sandie Corporation put together a list of twenty architectural and
engineering firma around the state and contacted five of them by letter
requesting a full et of preliminary plans and specs of the building on
the basis that the City would only put up $3,000 plus $900 to hire a
sub -building contractor to work with the engineering fire. Of the five
contacted, four rejected the request. Ames Engineering, affiliated with
Anderson -Nichols, agreed after some negotiation on the basis that they
would work with the Economic Development Director and submit the
proposal by the February of 1982 deadline if they could do the job. The
Ban -Air Corporation agreed that if the City were successful In obtaining
the proposal from FAA that they could recommend to the City that Ames
Engineering continue as the architectural/engineering firm to do the
entire building.

The Economic Development Director indicated there would be a preliminary
o®itment by the City of up to $50,000 for planning And engineering
costs but said It would be less than that amount in all actuality. Ames
Engineering Indicated they would like to retain their proposed figure at
this time pending on whether the City decides to go out for proposals
rather than contracting with their firm. The City does not have a
contract with Anes It was a letter of understanding between them and
the Bandit Corporation.
The two Committee members agreedto authorize the City manager, Economic
Development Director and Purchasing Agent to negotiate a contract with
Ames Engineering to do the architectural and engineering work. RIs
final contract will require Council approval by Council order. Re name
Order will propose transfer of money from the Capital Reserve account to
cover the cost of the contract. The amount should be negotiated with
Ames Engineering by the time the Order is prepared for the first meeting
in November. The City Manager indicated this matter will also be on the
Airport Committee's agenda on October 31, 1986.
3. Bias
a. Ice Control Chemicals. The city Manager indicated that this was
revised recommendation of the bid for ice control chemicals. The city
is currently going out for bid on a salt storage building which should
be constructed by the end of the year. This recommendation simply
indicates that the Uty proposes to buy salt from W.H. Shurtleff until
such facility has been constructed. The other firm is three cents
cheaper on their basic tock salt but because of Shurtleff's locality and
the fact that the City would have to send their trucks to pick it up It
was felt this was a more equitable decision.
The Committee approved the bid as follows
Purchase rock salt from W.H. Shurtleff Co. until the salt storage
facility has been constructed. After which, rock salt will be purchased
from New England Chemical CO., the low bidder, at $28.37/ton.
Award contract for anhydrous calcium chloride to New England Chemical
Company, the low bidder, at $325/ton.
Award contract for area to M.H. Shartleff Co., the low bidder, at
$257.20/con.
4. Snow Plowing Contract for County.
Re City Manager sea recently contacted by the County asking if the City
could supply snowplowing for them. They are Interested in plowing at
the District Court building, through that parking lot and dawn onto
Franklin Street, plowing snow adjacent to the County Commissioner's
building and the tear parking lot. The City Manager discussed this in
detail with the Public Works Department and agreed it could be handled

with the front-end loader which covers the downtown a The staff
would propose to do the plowing and hauling of snow
on aannual basis
and also offer them the cost of providing Baud and salton per storm
basis. Me package would include not only the actual caste and overhead
but an Increased price that would sufficiently cover any fluctuations in
wintertime storms.
The Finance Committee authorized the City Manager to submit such a
proposal to the County for their considetafton.
