Council Chairman Larry Willey
The Finance Committee met with members of the Bass Park Board
of Directors to discuss the Park's need for financial assistance in
the area of capital improvement projects. Councilor Jordan, also
ember of the Bass Park Board, updated the Committee on the Park's
finances and .gave them a list of short-term, immediate projects as
well as a list of long-term, more substantial improvements which need
to be done. He indicated that with the year ending December 31,
1983, the operations at Bass Park showed a profit but interms of
revenue over expanses it exceeded the expenses by approximately
$47,000. The Board is waiting for an opinion from the City Solicitor
concerning their lease with the City whereby it requires the Park to
pamoney back to the City if it generates an operating profit. The
Board would like to know if that provision could be waived and the
profit put back dnto the Facility. He also indicated he would like
to see the Council place in its upcoming budget a sum of money in
the capital improvement program to be used for improvements at Bass
Park with the idea that this would be a long-range program for the
City's budget.
The Board's general feeling is that they feel comfortable with
making decisions on improvements for maintaining the complex but
.when it comes to substantial expenditures they feel it is the City
Council's responsibility..
The Council felt they neededmore information before they, -could
make decisions on funds for improvements at Bass Park, and Councilor
McCarthy suggested cost benefit analysis was necessary. Lloyd
Willey indicated that the Board nor staff at Bass Park had any ex-
pertise in this area but suggested the City. did. The City Manager
stated that. the City's staff would have to seek outside help in areas
such as oil burners, gas heaters, etc. and did not have capable staff
for this expertise.
Council Chairman Willey suggested that the Bass Park Board
prepare list of absolute needs at the facility. Councilor Jordan
responded that the list of immediate needs is the work on which the
Board would like to spend its operating profits if the City Solicitor
offers an opinion in favor of it.
The Board will return to meet with the Finance Committee upon
receiving this opinion. Adjourned at 5:15 pm. Oa
