The meeting was called to order by Controller Baldacci at 5:00 PM who sat in for Committce Chan, Councilor Michael Aube in his absence. ITEM NI - Comcil Referral, Ordinmce 98-28] - Amending Chapter III, Article 6, Schedule l ofthe Laws and Ordinances ofthe City of Bangor - Parking Prohibited at All Times -Forest Avenue A motion was made and seconded to recommend for approval to the City Council. So voted. So voted. ITEM #3 - Council Referral, Ordinance 98-289 -Amending Chapter II, Article 6, Schedules II and IB ofthe Laws and Ordinances ofthe City of Bangor- Parking Limited to 30 Minutes and Parking Limited to One How, Harlow Street A motion was made and seconded to recommend for approval to the City Council. So voted. ITEM #5 Council Polecat, Ordinance 98-291- Amending Chapter III, Article 6, Schedules 11 and III of due Laws and Ordinances of the City of Bangor - Parking Limited to 30 Minutes and Parking Limited to One Hour- State Street A motion was made and seconded to recommend to City Council. So voted. ITEM 96 - Council Referral, Ordinance 98-292 -Amending Chapter 177, Article 6, Schedules 11 and III of the Laws and Ordinances of the City of Bangor- Puking Limited to 30 Minutes and Parking Limited to One How- Water Street A motion was made and seconded to recommend for approval to the City Council. So voted. ITEM #9 - Council Referral, Ordinance 98-293 - Amending Chapter III, Article 6, Schedules Il and 111 of the Laws and Ordinances of the City of Bangor -Parking Limited to 30 Minutes and Parking Limited to One How- West Market Square A motionoweradeand secondedtorecommend for approvaltome City Council. So voted. ITEM #9 - Council Referral, Ordinance 98-295 -Amending Chapter HI, Article 6, Schedules N and V of the Laws and Ordinances of the City of Bangor- Puking Limited to Two Hours and Puking Prohibited Except for the Loading and Unloading for Commercial Uses and Taxicabs- Franklin Street A motion was made and seconded to recommend for approval to the City Council. IT a - Council Referral, Ordinance 98-296 - Amending Chapter UL Article 6, Schedules III and MI1 ofthe Laws and Ordinances ofthe City of Bangor -Puking Prohibited Except for Vehicles with Special Permits and Puking Limited to One How- Court Snell There we cuaently 4 spaces that are restricted for use by the Court House. it was recommended that only 1 of these spaces continue to be designated for permit use. A motion was made and seconded N recommend to the City Council that only I of the 4 spaces be retained for permit use. So voted. 31 IT p 1- Council Ref cia, Ordinance 98-297 - Amending Chapter III, Article 6, Schedules III and V oftheLaws and Ordinances of the City of Bangor- Parking Limited to One Hour and Parking Prohibited Except for the Loading and Unloading for Commercial Uses and Taxicabs- West Market Square Paul Johnson of The Phenix Ian spoke in favor of retaining this loading zone for businesses in this area. A motion was made and seconded to recommend to the City Council that this loading zone not be discontinued in West Marker Square. So voted. I t 2- Extending Purchase Option Agreement for Purchase ofBangor Waterworks - Eastern Maine Healthcare A motion was made and seconded to recommend approval to the City Council of the extension of the Purchase Option Agreement for Purchase of Bangor Waterworks with Eastern Mane Healthcare. So voted. - Request to Discontinue a Portion of Boyd Street City Engineer Jim Ring presented a preliminary, review for discussion purposes of discontinuing a portion of Boyd Street Councilor Rohmm askedto be excused from this discussion as his firm, WBRC Architects, is undertaking this project. City Solicitor Stampfel indicated to Councilor Rohman that he could, however, answer questions. ---------------------- A motion was made and seconded to go into Executive Session in order to hear the following two items. Imo- EXECUTIVE SESSION -Land Disposition PfE�415- EXECUTIVE SESSION- Laid Disposition Executive Sessions adjourned. TEM - Code Enforcement Update Code Enforcement Officer, Dan Wellington, stated that there is a potential booking conflict for the Main Street Banner. Dan offered a suggestion on how he could assist the other party by hanging their banner at the Armory where the Parks & Recreation Dept. is located. ITEM- Pl=ingUpdate No items to report.
