HomeMy WebLinkAbout1990-05-14 Community and Economic Development Committee MinutesEw COMMUNITY AND ECONOMIC DEVELOPMENT COMMITTEE MINUTES OF MEETING HELD ON MAY 14, 1990 Attendees: Mary Sullivan, Chairperson Jane Seal, Councilor William England, Councilor others: Dick Stockfcrd, Chief of Police Kenneth Gibb, Director, Community S Economic Development Rodney McKay, Community Development Director Donald Buffington, Economic Development Officer Sally Thompson, Real Estate Officer William Dunn, Producer, Graveyard, Inc. Ned Porter, Bangor Daily News The meeting was called to order at 4:15 p.m. by Chairperson, Mary Sullivan. Waterworks Temporary Sally Thompson informed the Committee of Graveyard, Inc.'s desire to temporarily lease Buildings 1, 4, 6 and a at The Waterworks t0 do filming on a picture entitled "Graveyard Shift" which is anticipated to be released on October 31, 1990. Building 1 they would use the Ist floor and the basement. Building 4 would be used for storage and some set building. Building 6 basement only. Building S and the gatehouse area would primarily be used for background and scenery shots. The following provisions would be incorporated into the lease: Asbestos removal would be contracted by and paid for by the production company. A certificate of insurance, minimum $1,000,000 coverage would be provided to theCity. Security would be at the site when the crew was not there Page 2 Time period, week of May 21st, if possible, and plan to be finished filming and out of there by the end of July. Contract will read August 15th to allow for delays. Minimal alterations will be made to the building for filming purposes and it will be put back into its original condition or left it it was an improvement. Any debris caused by this will be removed and paid for by the production company. Lights and water will be brought on site and will be removed after filming and will be the responsibility of the company. Rats will be brought on site for filming purposes, kept crated when not in use and removed. All other areas not being used in the filming will be secured so as not to allow access. Ken Bibb requested authorization from Committee for Staff to develop an agreement under the basic terms discussed. William England moved that Staff be authorized to draw up an agreement with terms as presented. Jane Seal seconded. Bo voted. Carol LaBelle addressed the Committee on behalf of the downtown merchants and requested removal of 4 park benches along Main Street due to the fact that gangs of kids hang out on them, harassing motorists and passersby. Discussion ensued regarding the pros and cons of the request. Dick Stockford, Chief of Police, felt that this would not solve the problem, it would take away the benches from others who do use them and suggested that a beat policeman be assigned to that area. if budget monies were released for this he felt he could have one on board by June 1st. William England made a motion to recommend to the City Manager that a beat cop be hired a n as possible and w look at this i again in one month. Seal seconded the motion. So voted• Shawn Yardley from Street Light, Holly Stover from Project Adrian, new Downtown Beat Patrol Officer and Dick Stockford are to attend this meeting to report on the progress. Page 3 The public hearing opened at 4:45 p.m. No one attended the public hearing. Rodney McKay, Community Development Director had copies of the handouts and explained to the Committee what was available for review of the Public and briefly outlined what projects would be undertaken. William England moved that the public hearing be closed at 4:50 p.m. Jane Saxl seconded. So voted. Another public hearing is scheduled for the Council Meeting being held on May 30, 1990. Pickering Square Design Ken Gibb showed the Committee the latest plans for the Pickering Square project. Estimated cost would be $140,000. Carol LaBelle commented on the plans and stated that the Bangor center Management members would prefer to have it terraced but will go along with the engineering plans as presented. Attendance capacity for show activities is projected to be approximately 750. Potential activities would be: craft shows, concerts, Farmer's market, and noon time activities. Jane Saxl moved to accept the plans as presented. William England seconded. So voted. A motion was made, seconded and voted to adjourn at 5:05 p.m
