The meeting was called to order by Councilor Gerard Baldacci
at approximately 5:00 PM. Councilor Pat Blanchette Bat in as a
voting member until the time when Councilor Chris Popper arrived.
AGENDA ITEM al - Community Development Residential Rehabilitation
E Loan - 74 Patten Street, 2 Family
A motion was made and seconded to approve this loan request as
presented. So voted.
AGENDA ITEM X2 - Community Development Residential Rehabilitation
Loan - 282 Pinson Road, Single Family
A motion was made and seconded to approve this loan request as
presented. So voted.
It was motioned and seconded to take Item 45 at this time. So
voted.
AGENDA ITEM M5 - ORDINANCE - Amending Chapter III,. Art. 6, Schedule
I of Laws and Ordinances of the City of Bangor -
Parking Prohibited at All Times - Merrimac Street
This is a one-way street with traffic flowing from State
Street to Hancock Street. The street is only 20 feet wide from
curb to curb (in dry weather); parking is allowed on one side only.
During the winter months, due to the snow accumulation, there is

insufficient clearance. This Ordinance proposes to eliminate
parking on Merrieac Street during the winter time only fr®
November let to March 31st with signs indicating this restriction.
Discussion pursued on possibly changing the direction of the
one-way on Merriman Street in order to be able to plow snow off to
the right whereby there to more room to place the snow. It was
concluded by Committee and Staff that this would act be possible
due to the steep incline at the other and which would be difficult
to proceed up in the winter. It was then suggested to conduct a
survey of the residents of Merrisec; Street to see how the majority
feels about the 'No Parking" ban during the winter months.
A motion was made to recommend that City Council table this
item until March 14th (and to reconsider at the March 9th Committee
meeting) at which time the survey of Merrimac Street residents will
be completed. Seconded. So voted.
It was mctfoned and seconded to take Item f4 at this time. So
voted.
AGENDA ITEM a4 - ORDINANCE - Amending Chapter III, Art. 5 of the
Laws and Ordinances of the City of Bangor -
Certain Streets No Thru Trucks - Pearl and Fruit
Streets
This item refers to concerns brought up at the recent East
Side Parking seeting (January 26th at Garland Street School). The
Police Dept. proposed this ordinance at the direction of the City
Manager, Edward A. Barrett.
A motion was made and seconded toreco®end approval of this
request as presented. So voted.
AGENDA ITEM t3 - Authorizing City Manager to Smoute State of
Maine Subsergad Lands Lease Mo. 30-198 Revised
2/8/94
The State of Maine requires a lease or easement from the
Bureau of Public Lands for the use of aubmerged lands. This
particular lease (which expires 12/31/2011) will provide for the
use of submerged leads under the City's dock systema. No lease fee
will be required as any money received from operations of the docks
is put back into the waterfront by the City.
A motion was Made and seconded to recommend approval of this
authorisation as presented. So voted.'
With no other business at hand, the meeting was adjourned at
6,03 PM.
