Committee members Councilor Jane Saxl and Councilor Ms. Shubert
were not present as they had other commitments out-of-town.
Consequently, there was not a quorum. Councilor Pat Blanchette sat
in to bear the agendaitems. "a meeting was called to order at

AGENDA ITEN pl - Community Development Property Rehabilitation Loan
67 Cottage Street, Single Family
T.J. Martzial, Housing Resources Coordinator for Community
Development, presented this loan request to the Committee.
Complete interior rehab work will be done. Applicants have
excellent credit. Loan request is for $31,745.00; the City will be
in first place on the mortgage.
Councilor Pat Blanchette motioned to approve the loan request;
Councilor Sullivan seconded. So voted.
AGENDA ITEM 42 - Northern Conservatory of Music
City Solicitor, Erik Stumpfel, introduced to the Committee the
request from Northern Conservatory of Music to receive Council
support in their efforts to establish a state-wide Performing Arts
School in downtown Bangor. The exact location has yet to be
determined. Daryl W. Rhodes, co-founder and Director for the
Northern Conservatory of Music, spoke on behalf of this effort.
His intent is to ask the Bangor City Council for their endorsement
in favor of the Performing arts school; to ask City staff to assist
them in locating a suitable building in the downtown area as well
as a Council Resolve that will assist .them in their fund raising
efforts.

Mr. Modes related some background on the Conservatory for the
Committee's information in respect to the duration of their
existence, their enrollment over this time frame, and the
instructora education background. This would be the only type of
school in the State of Maine for those students who would like to
pursue a performing arta education which they are not currently
receiving through their high school curriculums'.
Issues of tax exemption statue for the Conservatory were
touched on but this issue can not be dealt with until a building is
located at which time a property valuation can be established as
wall as any major renovations that may have to be made.
Councilor Blanchette stated that she would like to see Mr.
Modes come before the full Council to present his request so that
the entire City Council could then have all of the facts and then
make a Well-informed decision.
AGENDA ITEM 43 - Letter of Intent to Enter Into Agreement With
BanAir Corporation
AS pert of the proposal to the Dept. of Defense on the DFAS
facility the BeMir Corporation would manage the facility on behalf
of the City of Bangor.
A preliminary agreement outlining the responsibilities and
duties agreed to by the BanAir Corporation and the City most be
forwarded to the Dept. of Defense before February 15th with the
understanding that the language stating that building management is
-contingency- must he removed. The Ban it Board of Directors
have reviewed and approved the -Memorandum of Understanding-- with
the knowledge that it may be amended and refined if Bangor is
selected as a DFM site.
Staff requested that at this time that the Council approve this
so that the DOD can be notified that this agreement has been
reached.
Councilor Fat Blanchette motioned to recommend approval to the
full City Council for their approval.. Councilor Sullivan seconded.
So voted.
AGENDA ITEX 44 - License Agreement with MANNA, Inc.
MAMMA, Inc. has requested permission to install propane tanks
on the rear of the vacant lot at 24 Central Street for the purpose
Of operating their soup kitchen at 34 Central Street which is
adjacent to this vacant lot.
The proposed license agreement which was formerly held by
Norumbega Cafe) establishes the terms and conditions for the
location of the propane tanks. It is recommended by staff that
this be approved by signing over of this agreement with the
exception that there would be no fee for the portion to be occupied
by the propane tanks (MhflNa, INC. would not have access to the rest
of the lot). Evidence of liability insurance has to be shown
before this agreement can be considered legal and binding.
