The meeting was called to order by Committee Chair, Councilor Aube at 5:00 PM.
ITEM 41- Council Referral - Council Ordinance 98-423, To Amend the Code of the City of
Bangor, Chapter 158 Thereof, Earned Juvenile Curfew, to Extend the Sunset
Date
This item will extend the sunset date of Bangor's Juvenile Curfew Code to December 31,
1999. City Solicitor Erik Stumpfel briefly reviewed this for Committee. Bangor Police Chief
Don Winslow reviewed relative statistic supporting the need for continuing this curfew. A
motion was made and seconded to recommend passage of this item to the fall City Council as
presented. So voted. -
ITEM 0202 - Council Referral -Council Ordinance 98-424, Amending the Electrical Code -
Chapter 102, Section 102-1, In Adopt the 19W Edition ofthe National Electrical
Code
This amendment adopts the 1999 Edition of the National Electrical Code which replaces
the 1996 Edition. A motion was made and seconded to recommend passage of this item to the
full City Council as presented. So voted.
ITEM #3 - Authorizing Interccedimr Agreement with Maine State Housing Authority Home
Mortgage Program -New Neighbors Program
T.J. Martial, C.D. Housing Programs Manager, presented to the Committee the
Intercreditor Agreement with Maine State Housing Authority (MSHA) and each private lender
participating with the City in the MSHA New Neighbors Program. This program provides home
ownership opportunities to first-time home buyers looking to purchase and rehabilitate existing
I-4 unit properties to Maine's inner cities. Special financing features will allow home buyers to
finance 100% of the purchase price and rehabilitation casts. The MSHA and private lenders will
share a first mortgage. If fere is a City loan involved, this would be in second lien position.
Participating cities in Maine ace Portland, Bangor and Lewiston. This program is only available

to specific targeted meas in each participating City. It has been in offers for approximately 1 z
years. It could be useful to prospective buyers of the Randolph Drive / Maxwell Lane surplus
properties. The other Bangor ares. targeted is in the vicinity of Walter, Patten Streets between
Main and Third Streets. Comminee asked that T.I. Marsdal take a closer look at why this
program has not yet received any interest from potential home buyers and what more we can
Perhaps do to get the word out to the community. A motion was made and seconded to
recommend approval of this item to the fall City Council as presented. So voted.
ITEM N6 - Authorizing the Sale of City Housing on Randolph Drive and Maxwell Lane
This item authorizes the Community as Economic Development Committee to approve
the individual sales of the former 51 units of Federal Surplus Housing on Randolph Drive and
Maxwell Lane to eligible home buyers under the guidelines previously approved by the City
Council. A motion was made and seconded to recommend approval ofthis item to the full City
Council as presented. So voted.
ITEM N5 - Request from Edmund Dinis to Erect A Monument to Estevau Gomez
This request was brought before the Commiaee to obtain their approval to submit to Mr.
Dinis a letter stating that the City would like to go forward with this recognition and with the
understanding that the City of Bangor would like to reserve approval of the design of the
monument as well as the wording on it. This monument is proposed to be placed at the Bangor
waterfront pwkarea. A motion was made and seconded to proceed with this project as
presented. So voted.
ITEM -a - Code Enforcement Update
Dan Wellington, Code Enforcement Officer, reviewed the status of demolition activities
on the following properties: 115 Forest Ave. demolition completed; 33 Cumberland Street is
being readied for demolition; 13 Nelson Street property owner has offered this property to the
Bangor Fire Dept as a fire training site - it mean all of the set -back criteria for this use.
ITEM " - Planning Update
Planning Officer Jahn Lord briefly reviewed a request for a zone change to multi -family
and service to accommodate an office use on Broadway.
