The meeting was convened at 4:05 PM and agenda items were taken up as par published
agenda.
1. Land Purchase. The issue of the purchase of 6+ acres of land along the airport's
northeastern boundary was reconsidered at the City Council's request. The Airport
Director explained the background of the issue and recommended the purchase at
the negotiated price of57,000 p/acre. This purchase would extend the airport's
boundary to the preferred 1500 ft. fine (from the runway area). Market valuations.
by local appraisers were above the agreed upon price. The two members present
recommended that the item be refined back to the full City Council for passage.
I Aviation Museum. The Airport Director provided Committee members with an
overview of the plans for the establishment of an Aviation Museum at BIA. The
proposed location is off Godfrey and Maine Avenues, and bordered by the Public
Works Department and Army National Guard. A total of approximately 5 acres
would be involved. The Airport Director explained that he had reached an agreement
with the Anny National Guard on the future boundary for the expanded apron area
to be used by the Guard upon completion of their planned expansion. Upon the re-
location of Maine Avenue a site of approximately 7 acres tout would be created
behind the curt Public Works facility. Mr. Ziegelar further told the Committee
members that an Aviation Museum would be an attraction for Bangor and would
help the city gain touristAisitors. He requested authorization to negotiate a
preliminary lease proposal that would include low startup torts and would ultimately
call for ovemide based on lease payments. The Committee members present requested
that a lease proposal be presented at a later Committee meeting.
3. Business Express. The Airport Director explained the status of the Business Express
Airlines maintenance operations at BLA, in view of a number of reports concerning
expansion of activities in Portland. Mr. Ziegelaar stated he believed that activities
at DIA, which already involves a work force of 60 employees, was likely to grow
further.
4. State Aviation Service Study. The Airport Director briefed the Committee about an
aviation service study undertaken for the State by Globs] Aviation Associates, a
Washington, D.C. based consulting Lot As a result of the study presentations are
being pictured to Continental Airlines and US Airways. An earlier presentation to
Delta Air Lines had already occurred. W. Ziegelaar expressed optimism about the
potential for improved services and a possible increase ofjet Flights. He advised the
Committee that more specific recommendations would be made at a later time.
5. Business Overview. The Airport Director briefed the Committee about a recent
negotiation with the FAA for a lease renewal involving Bldg. 496 (Maine Avenue).
He requested approval for the new lease which called for a one-year term with three
one-year renewal options. The monthly payment under the new lease would increase
from $5,569 75 to $6,031.25. Mr. Ziegelaar further advised that he had declined a
request by the FAA to consider a decrease in total lease space as the budding had
originally been renovated to accommodate the FAA. The Committee members
present endorsed acceptance of the lease as m gofiated.
The Airport Director tura briefed the Committee about a request from Sally Holland
of Drivers Edge for authorization to use an abandoned runway for skid Barring
purposes. It was agreed that the Airport Department would prepare a $I p/a lease
stipulating insurance requirements and other pre -requisites. W. Ziegelaar further
stated that he had referred a Truck Driving Institute to Bass Park for similar but more
intense activity as it would create significant truck traffic and required the installation
of a trailer and toilet facilities. This particular lease should create revenue generation
opportunity for the park.
