HISTORIC PRESERVATION COMMISSION OF THE CITY OF BANGOR
MEETING OF APRIL 13, 2017

Vice Chair Burgoyne cafled the meeting to order at 7:00 p. m. and noted tf�at Associate
Members Banf�e�d and Manzo were present and wauld a[ternate voting.

Vic� Chair Burgoyne opened the pu�lic �earing and as�Ced for �he applican� to
p�ovi�e the Commission with an overview,
Mrs. Gaif Hipsky indicated sh� was seeking and exter�sion and a smalf change to
her approva� granted last.�une. S�e was hoping fio �ncrease the heig�f of the base
a �ittle to ha�� a uniform �ine for ti�e base of the dispEay windows. With the grade
of the s�dewallc, i� creates a narrowing of the bottom picture f�ame design sueh
that there may be insufficient space to make the appropriate a�p�arance. To
remedy this sl�e was seeking ta raise �p th� bas� h�ight and ha�e a unifarm
horizont�al wi�ow base across th� thr�� addresses.
The Commission's consultar�t Mike �uller� si�ared some recent p�o ' �_th�

He noted one oF the changes appraved eliminated a cantilevered section of th�
store firont, extending it dow� �o the sidewa[k. Mr, P�Ilen noted that ��ere were
some changes made after the drawings were p�esen�ed �o the Commission.
Mrs. Hipsky not�d that th� r�ma�al of th� awning impacted th� fa�ade d�sign. As
it was �tailt same adjustments were needed. Mrs. Hipsky nated she wa�ted th�
bot�om o�the s�orefront windows to t�e level across the storeFronfis, not sfiaggered.
As yo� mo�e down Main Street th� grade is sloping towards West Ma�ke� S�uare
such that the �eight at each end wi[I be different. She indicated sh� was wi[f ir�g to
keep the origina� appraved deign but was seeking the Commission's approval ta
go with an al�erna�e design.

Mrs. Hipslcy noted she did nat change that portior� of the design. She noted that
the �aw Offices of Baldacci and Trewargy were similar.
Member Carter noted i� severa! alterations are sought then a revised final plan is
i� order.
Vic� Chair Burgoyn� not�d ther� wou�d be another meeting on the 20t� if revised
drawings cold �e submi�ted.
Mrs. Hipsky indEcated she would confiinue with the projec� as approved and need
only an exte�sian of time,
Member Perkins ma�e a motio�t approve and exte�sion for Mrs. Hipsky`s Certificate
of Appropriater�ess. Member Car�er secanded the mo�fon and The Commission
voted five ir� favor to approve the extension to 7une 10, 2018.
Mem�er Ferkins made a motion appro�e and extension for Mrs. Hipsky's D�sign
Review appro�al. Mem�er Carter secon�ed the mation and The Commission voted
five in favor to ap�rove �he extens�on to �une �.0, 2018,

Vice Chair Burgoyne opened the pu�lic hearing and asked the a�p[icant or the�r
re�resentatEve to make a brieF presenfia�ion.

Real Estat� Broker Jod� Brassle�t, Reaf �s�a�e Agent with Realty af Maine. She
indEcat�d t�at Bob A�exander and his wife Barbara ha�e a purchase and sale
agreement for 22 Hayward Stree�. She noted a new drawing a� windaws in �he
�uildir�g to be replaced.
Bab A��xander indicated �te ha� a new exhi�it representing where the repfaceme�tt
windows wo�ld �e going. They have disco��r�d that the tree wh�ch they proposed
�o remove is not an the �rop�rty and w[I1 not be removed. He had an architectural
shingle as a sampl� of what wEfl be rep[aced on ti�e small entryway which has some
mass growing on the shingles.
Mr. Alexar�der introduced his window cantrac�or Gary McCue.
Mr. McCu� d�scribed the ad�antageo[�s of the Renewal widows by Anderson
which appear I�ke an ofde� historic win�ow, but ���form much �e[ter �or energy
efficiency. The exisring widows are old�r single pane windows with aluminum
storm windows add�d to th� exterior. The proposal is �o use six aver six (6/6)
w�ndows an� remove the afuminum s�orm windows. The Renewal windows are
mad� of a material called "Fibrex" which has the look of an older wood window,
The w�ndaws can be ins�aEfed into t�e a�iginal wood casing.
Mr. McC[ae discussed options for having 6/6 simulated divided lights, There wa�id
be a cost implEcation to doing a[I windows wi�h divided 6/6 iights.
Mr. Pu�len no�ed that the Greek Reviva[ str�cture wauld have been buil� with �/6
win�ows and adjacent structures with s/i are "Cottage Sty[e" and not consist��t
with Gr��lc R�vival.
The Commission discussed the various windows and various facades to make ��e
projecfi viable.
Vice Chair Burgoyne asked i�t�ere were any other people who wish�d to speak.
Jae Walsh nofed he has resided at 22 Hayward Street for many years. He was
curious as to whether th� application would be removing �he asbestos. He nated
if there is moss on the roaf shingles it could simply be washe� off.
Assistant City So[icitor Paul NEcklas nated that th�r� was no infarmation as fio
removal of asbestos in �he applfcation befor� tf�e Commission.
Angeia Farre[I indicated she agreed wifih the Commission's consUltant and the
win�ows shouid replicate 6/6 wi�dows on at least thr�e sides. The ��ilding is in
need of substantial improvements and it should be in keeping with the historic
distriet.

The Commissior� vofed four in fa�or and one opposed to a�pro�e the app[icatfon for
Certificate af Appropriateness for Robert and Bar�ara Alexande�, to replace windows at
22 Hayward Street with tf�e condition that existing windaws will be rep�aced wfth Renewal
Windows by Andersen matching the existing configuratian of window panes as existing
at the time of ap�roval, (predominantfy six over six with �u[I Divided Lights consistent with
Greek Revival Style.
The Commission reached its conclusion based on th� Standards in th� Historic
Preservation Ordinance specifically citing:
�48-�3 E�aluation Sfandards
E. Standards far renovatians, alteratEons and repai�s of existing buildings, structures
and appurt�nances thereof.
� Witt�in historic disfricts, historic sites and historic landmar�Cs, the Commission
shall use the sta�tdards listed befow in the e�aluation of an application far a
certificate of a�propriateness for all renovat�ons, alterations and repairs of
existing buildings, structures and appurtenances t�er�of:
� Rehabilitation work sha[l not destroy the d�stinguishing qualities nar
character of the str�cture a�d its environmenf. The removal or al�eratian of
any historic material or architectural features should be held to a
minimum.
� Deieriorafe� architectural features should be r�paired rafi�er than
replace�, wherever possible. In the event that rep[acement is necessary,
the new material should matcl� the mate�ia[ �eing replaced in composition,
design, texture and other�isual qualities. Repair or replacement of
missing architecturai features shou�d �e �ased on physical or �ictorial
evide�ce rather than on conjectural des�gns or the a�aila�ility of different
architect�ral feat�res from other buildings.
,� Distinc#ive stylistic feat�rr�s ar exampfes of skilfed craftsmanshi� which
characterize historic structures and often predate the mass production of
building materia[s shall be treated with sensiti�ity.

Vice C�air Burgoyne requested the applicant or their rep�esentative ta provide a
brie� overview of the application for Design Review.
Mr. Sandy Ervin nat�d h� repr�s�nt�d the applicant Matt Haskel[ in this appCicat�on
to instail �vvo condensing units or� the bac� of ti�e building just off Cen�ral S�ree�.
He noted the pad mac�nted air Candi�Eoning unit was remaved and wil[ be re�Iaced
by two wal� mounted condenser uni�s one on top af t}�e othe�. The �nits will mount
fo the back wall of the Pakistani resta�arant.
It was noted t�ere is a 6-inch duct pipe existing at �he site it will be removed.
Generalfy fh�s loca�ior� is no� visible from the public street gi�en it is b�low th�
st�ee� and ��ocked �y b�ildings and a parking d�ck af Hammond Street.
HPC Consu[tar�t Mike Pullen asked i� the condensers and the lir�es cocald �e in a
co[or to match with the buildir�gs �rEc�C wark. Mr. �rvin nated they will star�to have
cofor opfiions so he will seek o ge� a close match. Alf the lines that run from th�
unir are within a "line-hide"plastic channel which can �e af a suitabfe color to keep
i� in conformity with the building.
Mem�er Perkir�s made a motion to approved the Design Rc�i�w Appfication of Matt
Haskefl a� 35 Central Street with th� conditians that they �e af match color to the
ext�rior of th� buifdi�g, t�e sUppart�ng �rackets be adhered to the mor�ar joints
and a�y wiring ar piping on the exter�or of the bui[ding be of ma�c�ing color or
co�ered ir� a materiai of matching color.
Memf�er Carter seconded th� motEon and the Commission voted fi�e in favor
(Member Banfield �ating).
ADDITIONAL BUSINESS
4. Rer►iew and_Approval of HPC meetinq minutes
Vice Chair Burgoyne asked for a motion on th� Minutes of March 9, ZOi7.
Mr. Pullen requested t�at ��e Minutes re�Eect he was excUsed from his ro[e as
consultant as he re�resen�ed the applican�.
Member Perk�ns made a motian ta accept the mir��tes as amended. Member
Banfi��d s�conded the motion. The Commission had three member avaiiabfe t�o
vote, who vofied unanimously to approve �he minu�es.
The meeting was adjourned at 8:35 p.m.
