Item No. 1 51 Main Street – Bangor Symphony Orchestra
To consider a request for Certificate of Appropriateness and Design Review
approval to install a wall sign.
Action Taken: Certificate of Appropriateness and Design Review approval to
install a wall sign granted / denied by a vote of 5 to 0.
Item No.2 455 Harlow Street – Jean Deighan and Glen Porter
To consider a request for Certificate of Appropriateness approval to alter the
clerestory by adding flashing and replacing clerestory windows; install windows
on the rear façade, sidelight to the rear door, replace door, install a new rubber
membrane roof, and repave the parking lot.
Action Taken: Certificate of Appropriateness and Design Review approval
granted / denied by a vote of 4 to 1.
Item No. 3 635 State Street – WBRC Architects / Engineers
To consider a request for Certificate of Appropriateness for adaptive reuse of
Bangor Waterworks to 35 single room occupancies and administrative offices for
a subsidiary corp. of Shaw House, Inc. Shaw House, Inc., a qualified 501(c)(3)
non-profit corporation, proposes to acquire the Bangor Waterworks property and
renovate it to house 35 units of permanent supportive housing for very low
income disabled persons, and associated social service office space. The units will
be 300 square feet efficiency apartments with separate bathrooms and kitchens.
The scope of work is as follows: Building 1 (the filter house) would be
demolished to provide adequate parking on the site and allow for construction
access to the upriver portions of the site. The existing masonry smokestack would
be demolished to avoid significant construction repair costs as well as future
maintenance costs for the owner. The site will be regraded, relandscaped and
paved to provide 35 parking spaces, as well as delivery and emergency vehicle
access and emergency egress from the building. The exterior building envelope
would be stabilized, repaired and restored. The roof structure would be repaired
and the existing slate roof salvaged and replaced with a architectural "slate look"
asphalt shingle. Eaves and soffits would be repaired and replaced with a molded
millwork product, and soffits, brackets and other roof eave woodwork would be
repaired or replaced to maintain the design integrity of these architectural details.
The exterior brick walls of the structure would be repaired, repointed and
protected with a "breathable" siloxane sealant. Any existing windows that remain
in the structure would be removed and replaced with an architecturally correct
vinyl window which will include raised muntin bars to mimic the look of wood
multi-paned windows. Existing window openings would be reused to maintain the
characteristic fenestration patterns of the Waterworks Facility.
Action Taken: Certificate of Appropriateness granted / denied by a vote of 5 to 0
with the exception of the eave trim, which the applicant will bring back before the
Commission
The next scheduled meeting is Thursday, February 13, 2003 at 7:00 p.m. in the Council
Chambers.
