The Commission reviewed the recommendations of its two subcommittees:  Programs and Grants Subcommittee recommended approval of a request Programs and Grants Subcommittee recommended approval of from University of Maine Museum of Art for $1,850 in support of a rd comprehensive education program for all 3 grade students in Bangor, offering class visits to the Museum and follow up programs in the schools. The subcommittee had reviewed this request at its July 21 meeting. With Evelyn Silver abstaining from the vote, remaining Commission members voted unanimously to recommend that this request be granted in full.  The Art in Public Places Subcommittee recommended acceptance of Bangor Savings Bank's request to donate a bench to be placed in Norumbega Parkway in remembrance of R. Raymond, a City employee who died while working in the park. Bangor Savings will obtain the bench at its own cost, and the placement and future maintenance of the bench will be undertaken by employees of the City of Bangor. Commission members voted unanimously to recommend that this request be granted in full. 2. The Commission discussed process improvement steps to be implemented by the subcommittees and the full commission. They are as follows:  Program and Grants Committee: will request that a representative from the applicant organization attend the meeting at which their application is reviewed.  Program and Grants Committee will document the strengths and weaknesses of each application it receives, as a basis for developing its recommendation to the full commission.  When the full commission is to consider recommendations from its subcommittees, the process will start off with a presentation by the subcommittee chair, or by staff in their absence. 5.
