Commentary:
These changes to the Parking Schedules are necessitated by the
temporary restriping of the Downtown Rotary System to test the
recommendations of the recently completed Downtown Circulation
Study.

THAT Chapter III, Article 6, Schedule I -"Parking Prohibited At All
Times" is hereby amended through the addition of rhe followings
Main Street 'The northeasterly most apace on the East aide
of the street at the corner of Maine Street
and Hest Market Square numbered 137 on the
Downtown Parking Hanagement District Map.
age Street The northerly most space on the east side of
the street at the corner of Exchange and State
Streets numbered 2100 on the Downtown Parking
Management District Map.
State Street The easterly most space an the north side of
the street at the corner of State and Harlow
Streets numbered 1410 on the Downtown Parking
Hanagement District Map.
AND THAT, Chapter III, Article 6, Schedule III - "Parking Limited
to One Hour" is hereby amended through the deletion of the
following:
Mein Street Space i 137 on the Downtown Parking Management
District Map and described, above.
Exchange Street Space 4 2200 on the Downtown Parking
Hamagament District Map and described, above.
State Street Space S 1410 on the Downtown Parking
Management District Hap and described, above.
AND FURTHER THAT, Chapter III, Article 6, Schedule vI "Parking for
Handicapped" is hereby amended through the deletion and addition of
the following:

space being on the east aide of Exchange

STATEMENT OP FACTa This amendment to the Parking Ordinance
changes three spaces adjacent to intersections
fromone-hour parking to no parking and
redesignates a space for handicap use to
replace the handicap apace deleted from the
one-hour schedule. These changes
are
necessitated by the temporary restriping of
the Downtown Rotary System to teat the
recommendations of the recently completed
Downtown Circulation Study over the next few
months prior to installing any permanent
improvements to Implement the plan.

Board Meeting

Stem No. 3: Zone Change - 1010V Union Street - City of Bangor
C.O. Y 96-356
a. General Deacri to ion. The City requests a sone change for a
Parcel containing approximately 10.5 acres from Government
and Institutional Service and Industry and Service District
to Shopping and Personal Service District located on the
south west side of Union Street between the City's water
Pool area and Godfrey Boulevard.
b. Land Use and Zonina Policy. The proposed Shopping and
Personal Service zoning is consistent with the City's Land
Use Policy for this section of the Union Street corridor
which is -commercial" on both sides. The implementing
zoning policy was Shopping and Personal Service District
zoning on the northeast side and Airport Development zoning
on the southwest side of Union Street (which included a
range of commercial uses as well as traditional Airport
uses).
C. Urban Services. The site is within the Primary Service Area
and has a complete range of urban services available to it.
d. Existing conditions. The site itself is vacant with the
exception of a large propane tank on the southerly corner
(which may be removed). The predominant use on the Union
Street frontage through this area is commercial. There are
a number of retail and service establishments on the
opposite aide of Union Street from Griffin Road all the way
in -town to Westland Avenue. There are commercial uses on the
Union Street frontage on the southwest side of Union Street
through this area,

number of uses in the GC 6 S
zone beyond GodfreyBoulevard and there is agas station In -
town of the site, which lies between the City's Motor Pool
area and Union Street. Part of the site has recently been
cleared of older structures that the City bad inherited from
the Air Force, while most of it has been vacant and unused
for a number of years. There is a large drainage ditch and
retention pond area which separates this parcel from the
met of the Industry and Service area
of the Airport
(presently undeveloped) with Godfrey Boulevard frontage.
Finally, Maine Avenue forms a good portion of the southerly
most boundary of the parcel. What we have is a piece of
land which is somewhat isolated from the rest of the Airport
by the drainage ditch, Maine Avenue and the City's Public
Works and Motor Pool area.
e. Decision Criteria. The basic test of any zone change
request is whether or not it is consistent with the City's
Cmprehensive Plan. As noted above, the commercial use of
this site is consistent with the City's Land Use Policy for
this area and also -consistent with existing and proposed
zoning in this area. The commercial use of this property
will fit in with the existing development of Colon Street
through this area as well.
f. Recommendation. Since the proposed zone
change is
consistent with the City's development Policies for this
area, Staff would recommend that the Planning Board
recommend this proposed change to the City Council.
