HomeMy WebLinkAbout2017-08-07 Business and Economic Development Committee Minutes BUSINESS & ECONOMIC DEVELOPMENT COMMITTEE Monday, August 7, 2017 @ 5:15 PM City Council Chambers Meeting Minutes Councilors Present: Baldacci, Faircloth, Graham, Nealley, Perry, Sprague, Tremble, Weston City Staff Present: Bolduc, Collins, Emery, Wallace Committee Chair Nealley called the meeting to order at 5:17 p.m. Councilor Tremble moved into Executive Session at 5:17 p.m., seconded by Councilor Baldacci. 1. Executive Session – Economic Development – Lease Negotiations – 1 M.R.S.A. § 405(6)(C) Out of Executive Session at 5:20 pm. Councilor Baldacci moved approval of item, Councilor Graham seconded. Vote unless doubted, no doubt. Councilor Tremble moved into Executive Session at 5:22 p.m., seconded by Councilor Baldacci. 2. Executive Session – Economic Development – Disposition of Property – Grandview Avenue - 1 M.R.S.A. § 405(6)(C) Out of Executive Session at 5:25 pm. Councilor Tremble moved approval of item to sell parcel for $20,000, Councilor Baldacci seconded. Vote unless doubted, no doubt. 3. Community Development Residential Rehabilitation Loan – 438 Finson Road, Lot 11A - Councilor Baldacci moved the consent agenda as presented, Councilor Sprague seconded. Vote unless doubted, no doubt. 4. Community Development Residential Rehabilitation Investor Loan – 12 Tyler Avenue – Councilor Baldacci moved staff recommendation, Councilor Sprague seconded. Vote unless doubted, no doubt. 5. Amending Chapter 148, Historic Preservation, of the Code of the City of Bangor, By Allowing for Expedited Review of Minor Changes - Councilor Baldacci moved staff recommendation, Councilor Sprague seconded. Vote unless doubted, no doubt. Councilor Graham requested a handout be developed to give examples. 6. Update on Engineer’s House – Timeline/Update – No action. 7. Other business: 1. Wallet Hub Ranking – press release to be issued this week. 2. Presentation by Emily Beane of Ohio Street – request for a revenue- neutral carbon tax plus dividend. Citizen’s Climate Lobby. Tax and dividend proposal for carbon fuels. Citizen’s group asking Council to pass a resolve, like this. Full discussion at Gov. Ops on 08.21.17. Meeting adjourned at 6:16 p.m.
