This program is designed no recognize and reward employees for ideas and performance which improve the quality of service provided to our citizens or which result in cost savings or increased revenues to the City. Over the years, we have discussed several approaches which would provide incentives to employees to improve our operations. Most of these have been more general incope, and there has been s reluctance to adopt a program for which no experience inun other municipalities i available. The attached policy i me tightly focused.It is directed individual employees or groups of employees who develop specific ideas to improve performance and reduce costs and/or who provide exceptional citizen service. This policy has been reviewed by Municipal operations which recommended small modification. If adopted, this policy would go into effect July 1, 1996. In order to fund portions of this program, a small appropriation will be recommended for inclusion in the PY9I budget. This policy may be extended to union personnel following discussion with their various bargaining units and agreement on terms and conditions for implementing the policy which are acceptable to the City's Director of Administration and Human Resources. EOuncil.mx..n 96-279 LO PURPOSE The purpose of the Employee Innovation and Service Recognition Award program is to involve Cay employees in actively sealing improvements which can be made in City operations and to aclvwwledge the efforts of individual employees and groups of employees who have provided exemplary service to our citizens. This program is designed to recognize employees for ideas or performance which has or will result in cost reductiom, enhanced revenues, improved service levels, or emhmmed public service efforts. 2.0 PROCEDURE 2.1 In order to be considered for an award under this program, the employee, fellow employees, and/or an employee's supervisor mug complete an employee imovation and service recognition award form and forward it an the City Managers Office. Forret wall be nude avabable at all established City work location& 2.2 Completed forms may be mailed deadly to the City Manager's Office. If initiated directly by an employee, the employes has the option of requesting his or her director/division bead to review the form and complain than evaluation of it prior to forwarding it. 2.3 lithe form is received directly from an employee without the director/division bud evaluation completed, the City Manager shall forward the form, without the employee's name, to the d"vecmr/division head for review and comment If appropriate, the docrieddivision head shall also compute the direct savings to be realized from the suggestion of performance. 2.4 Once completed, form shag be presented, again without the employees risme, an the Employee Immvation and Service Recognition Committee. 3.0 EMPLOYEE INNOVATION AND SERVICERECOONfDONCOMhETTEE 3.1 An Employee Innovation and Service Recognition Award Committee shall be appointed by the City Manager and shall be composed ofthe following members: the City Manger or designee, a Department Director, a Division Hand, and m lees[ throe employees representing different departments. 3.2 The Committee shall meet as required to review award nominations and to considerwheWe to recommend the award ofrecognition. AnycomMnee member from the same department fromwhich an innovation has originated or for which a service recognition award is under consideration shall asbom from P�Pativg in dismsison of that item. 96-2]9 3.3 The Committee shall also be charged with developing systems and programs to increase the level of recognition provided to employees for their performance and service. 40 MOVATIONAWARDS 4.1 To be eligible for an hmovation Award, the idea or performance moat: a. Be an original idea which has not previously been discussed or approved, or be an idea which has previously been rejected but which, due to changed c'uwmstavices, should now be considered; b. Be implemented road in place or be capable of implementation within reasonable period of rime and Within existing or available resources; C. Be over and above the normal duties and responsibilities of the position held by the responsible individual; d. Meet one or more of the following objectives. 1. Result in cost reductions to the City; 2. Improve service levels without increasing costa; 3. Improve employee or public work site safety 4. Improve service to the public. 5.0 SIAVTCB RECOGNITION AWARDS 5.1 To be eligible for recogmitiom, the service provided mus: a Be an exceptional instance of individual or group effort in going above or beyond the normal standards ofserviee to a oifzert or group of citizens or, in me case of iNemal service departments, to our own employees; or b. Be a program or long"tett effort which is designed or operates in such way as to provide consistently exceptional service to om cdfi r C. Be an idea or Implemented change width brings about a sigui6cant improvement in a service which is regularly provided to the public or om own employees. 6.0 AWARDS 6.1 The Employee Innovation and Service Recognition Comminee may give or recommend awards as follows: 96-2]9 a. For innovations or performance resulting in direct savings or increased revewes, 20%ofthe normal or oow�Grne savings or increased revenues up to a madaum of $1,000 per innovation. b. For innovation, performance, or service eligible in other categories, a range of awards beginning with Imes of commendation and increasing to cash awards of up on $100 per innovation or service. C, All cash awards rant be approved by the appropriate City Coumil Commhte. 7.1 Executive Sta$ including Department Directors and Division Heads, are eligible for non-cash awards only. 7.2 Supervisors and Depammem heads are urged to nominate employes for awards based on ideas the employees have developed and/or implemented and exceptional service which they have provided. 7.3 Examples of ideas which maybe eligible for a cash award include: one-time savings on projects resulting fiom ideas of an individual employes or group of employees; savings resulting from improved work processes; Nuipmem modifications; the identification of new vendors or products; and other ideas which reduce operating coats orimprove revenues. 96-2]9 NOMINATION FORM EMPLOYEE INNOVATION and SERVICE RECOGNITION AWARDPROGRAM Nominated Employee or Group Department/Division Description (please describe the service which was provided or the innovation or performance involved and explain why you consider it to be exceptional). Estimate the annual or one-time cost savings or revenue increases (if applicable) and how these were calculated.
