Barbara McDade, Director of the Library, and Robert Frank, Iii, engineer for the Library project, both spoke in favor of the proposed change. No one spoke in opposition. The Board voted 5 to 0 in favor of a motion to recommend to the City Council that the zone change request contained in C.O. General Description. This application requests a change from sone areas zoned URD -2 and Governeent and Institutional Service to Downtown Development District. The area in question is the site of the present Bangor Public Library and some vacant land to the rear of the Library and e vacant land owned by the City south of the Library site fronting on Center Street (but excluding the site of the Pierce Memorial). The total area of the site in question is approximately 1.6 acme. b. Lend Use and Zoning Policy. The Land Use Policy for this. area is for commercial use and the Zoning Policy is for Downtown Development District zoning. This would be consistent with the request which is before the Board. The existing zoning in the area is Goverment and Institutional Services directly across the street in the City's parking lot, Urban Service District on the inewdiately abutting parcel to the north and Downtown Development District zoning in the area diagonally across the street from the parcel at the corner of Franklin and Marlow Streets. areas to the rear of the site are zoned URD -2 in keeping with the City's Land Use and Zoning Policy for the area at the top of the hill on Center Street and Spring Street. C. Urban Services. Thea a in question is completely serviced and located wall within the City's Primary Service area, so that it is not an issue with this application. d. Existinc Conditions. The parcel in question has housed the Library for a number of years and is located on a busy downtown commercial street which houses a similar range of Governeent and Downtown connercial uses. The Governeent and Institutional Service type uses are permitted uses in both the G 6 ISD and Downtown Development District zoning, but there is a difference in the development standards and development requirements of such uses in the two zoning districts. e. Dxislon Makin Criteria. The basis of zoning decisions is the consistency of the request with the City's Comprehensive Plan (as required by State Statutes and legal precedence). In this case, the proposed site is within the area proposed for the Downtown Development District type of commercial use and zoning. it is also consistent with the mix of Gove relent and Institutional Service u90and Downtown Development District uses in the area. For these reasons, Staff would recommend that the zone change application be recommiended to the City Council,
