I 03-345 ORDER Authorizing the City Manager to Execute a Development Agreement and ROHMAN Leases with Capital Seven,LLC ACTION Motion Made and Seconded for Passage Councilor Nealley Abstained from Discussion and Vote due to a Previously Established Conflict 111 Ed Bearor, Representing Kehl Management, urged City to consider deferring action on this Agreement until further consideration could be given to a proposal from his client. Dan Kehl, Kehl Management, felt it is important for the City to explore all options and to wait until111 after the election to sign any agreement.Patricia Blanchette,John Hanson, Clark Thompson, Geoffrey Gratwick, Ron Gillespie& Greg Hall,Bangor residents, requested that the Council give further consideration to other options&table this item.Fred Nichols, Bangor Historic Track, asked the Council to consider fairness issue to Capital Seven and to make certain that the City can accept other proposals. Hoolae Paoa&Martin Geisten, Capital Seven, maintained111 that their proposal is binding,would be good business for Bangor and urged Passage. Motion for Passage Doubted Vote:5 yes, 3 no, I abstaining Councilors voting yes: Crowley,Farnham,Farrington, Greene&Rohman Councilors voting no:Allen,Palmer&Tremble Councilor abstaining:Nealley Passed I I I I I I 1
