Meeting Minutes
The following City Councilors were in attendance: Councilors Gibran Graham, Sarah Nichols,
Joe Perry, Ben Sprague and Dan Tremble. Also in attendance were City Manager Cathy Conlow,
Airport Director Tony Caruso and Airport Marketing Director Risteen Bahr.
Agenda and Discussion:
1. Easement Agreement with FAA
Airport Director Tony Caruso requested Airport Committee approval of an FAA request for a 10
year easement agreement between the City of Bangor and the FAA. The easement is needed
for the installation of 3 utility poles for an underground power line easement and for access to
support the ASR radar antenna located on airport property.
Motion made, seconded and approved.
2. Stellar Partners – Second amendment for Lease Extension
Director Caruso asked for Committee approval of an amendment to the current lease
agreement between the City of Bangor and Stellar Partners, Inc. Stellar Partners operates
Bangor News & Gifts, the “Gift Shop” which sells books, magazines, newspapers and souvenirs
at BIA. The amendment allows for a one year extension to the lease. All other terms and
conditions would remain the same.
Motion made, seconded and approved.
3. Airport – FY 2017 Carry forward funding for airline service incentive program
Director Caruso presented a draft Council Action and Order requesting authorization to carry
forward $35,000 from the FY 2017 Airport budget for the airline incentive program. If
approved, these funds would be used with the FY 2018 funds to provide advertising and
marketing support for United’s expanded Newark service.
Motion made, seconded and approved.
4. Airport Statistics – September & October
Marketing Director Risteen Bahr reported that, in September, we were 7.8% higher than the
same month last year and 7.4% higher YTD. In October, we were 18.9% higher than October
2016, and 8.7% higher YTD. This is six months in a row with a 10-year high total monthly
passengers. At the end of October, we had 470,802 YTD passengers which puts us in a very
strong position to surpass the 500,000 passenger mark in 2017.
Director Caruso reported that September and October Operational Statistics were holding
steady over last year. Fuel sales show we are dealing with some smaller fuel uplifts. Depending
on type of aircraft and payment method, you might see an increase in one line with a
corresponding decrease in another.
Meeting Adjourned.
