MINUTES
Councilors Present; Nichols, Sprague, Weston, Tremble, Nealley, and Faircloth
Staff Present; Assistant City Manager, Michael Crooker, City Manager Cathy Conlow,
Parks and Recreation Director, Tracy Willette, Fire Chief Thomas Higgins, and Assistant
Chief Rotundo.
Chairperson Nichols opened the meeting at 5:15 PM.
1.Designation ofVoting Delegate Credentials for Annual Maine Municipal Association

BusinessMeeting on October 4at 1:30PM in the Cumberland Room at the Augusta
Civic Center.
Assistant City Manager, Michael Crooker, explained that Annual Business Meeting
is held during the Annual MMA convention. This year the convention is

scheduled for Wednesday, October 3, and Thursday, October 4. Mr. Crooker
noted that the annual business meeting is scheduled for 1:30 PM on Wednesday,

October 3. Mr. Crooker also indicated that he plans to attend to attend
Wednesday and the City Manager plans to attend Thursday. Councilor Tremble
motioned that Assistant City Manager Crooker be appointed the voting delegate
and that City Manager Conlow be appointed the Alternate Voting Delegate for
the City of Bangor. Councilor Tremble clarified that it is scheduled for
Wednesday and Thursday and asked staff if one of the days would be a better
day to attend. City manager Conlow indicated that Katie Coe had sent out an
invitation today but that she would forward an agenda to all Councilors. All in
favor of motion.
2.Order, Authorizing the Parks and Recreation Department to apply for grant funding
through the State of Maine Recreational Trails Program.
Councilor Nichols indicated prior to the start of discussion that she volunteers her
time and helps out maintaining the trails from time to time and wanted to make
sure it was acknowledged and to see if the Council felt a conflict exists.
Councilor Weston indicated does not believe a conflict. Councilor Sprague
agreed. All present felt no conflict. Parks and Recreation Director, Tracy Willette
explained to the Committee that they would like permission to apply for a grant
to repair the steps along the Kenduskeag Stream Trail. The plan is to remove
the steps and develop a switchback trail in place of the steps. Councilor Sprague
motioned staff recommendation. Councilor Faircloth seconded. Unanimous.
3.Overview of All Hazards Emergency Operations Plan.
Fire Chief, Tom Higgins addressed the committee. Chief Higgins also introduced
Assistant Chief Rotundo. The chief explained that they try to update the plan every
three years. The Chief noted that Captain Hamm did a lot of the work on the update
but that he was called away on an active duty assignment. The Chief noted that the
plan includes checklists, roles, and responsibilities and other important information
related to various specific emergency situations. He noted that copies of the plan
are all over the city in the firehouses, the City Manager’s office etc. Chief Higgins
also offered to provide councilors with a copy of a disk of the plan. Councilor
Weston noted that he knows exercises are performed related to the airport but he
asked how often other emergency situations arepracticed. The Chief indicated that
the airport has a live mock emergency exercise every three years with other drills
and events related to the airport occurring on years 1 & 2 but that the other events
are not practiced. Chief Higgins clarified that they do have discussions about events
as they start to unfold such as the recent hurricane and other large storms in the
past. Fire Chief Higgins indicated that they have worked hard in recent years to
develop a systemthat allows the same information to be communicated to everyone
at the same time and to have response plans in place thatcan be implemented if
needed.
Hearing no further questions, Chairperson Nichols adjourned the meeting at 5:27
PM.
