HomeMy WebLinkAbout2013-04-08 City Council Minutes Special MINUTES OF SPECIAL MEETING BANGOR CITY COUNCIL – APRIL 8, 2013 Meeting called to order at 5:00 PM Chaired by Chairman Durgin Councilors Absent: Baldacci and Longo Meeting Adjourned at 5:20 PM APPEAL: Denial of Taxi Cab Driver’s License Assistant City Solicitor Paul Nicklas reviewed the process for the hearing for Mr. Paradis who was denied a taxicab driver’s license based on section 278.4 of the City Code as he did not meet the requirements for good moral character in that he had criminal convictions but failed to report those charges. The hearing today must be based solely on the evidence provided at the hearing. The applicant would be allowed to speak first, then the City, and the applicant would be allowed to speak at the end. John Paradis stated that the record spoke for itself. He said he has done a lot of growing up and did not feel he was a danger to the public. He indicated that presently he worked with the public by delivering food. Mr. Paradis thanked the City Council for their time. Interim Police Chief Peter Arno stated that Mr. Paradis applied for a license on th March 19 and part of the process was a number of questions and he was asked to list all previous history to which his response was “I believe the misdemeanors were over 5 years not sure”. As part of the process a criminal background check was done and there were 7 previous convictions since 2005, all of which stem from a domestic issue. Chief Arno felt this fell under moral character and the application was denied. Mr. Paradis stated he was taking an on-line class and has received counseling on anger management. He stated he has a 9 month old daughter that he is caring for. Motion made and seconded to uphold the decision and deny the taxicab license of Mr. Paradis on the grounds listed in the denial. Vote: 6 – 1 Councilors Voting Yes: Blanchette, Civiello Hawes, Nealley, Sprague, Durgin Councilors Voting No: Gallant Passed Motion made and seconded to direct the City Solicitor to prepare a written decision on the denial and the reason for the same.
