Minutes
Councilors: Sprague, Durgin, Neally, Baldacci, Civiello, Blanchette, Longo (non-voting),
Hawes (non-voting)

Councilor Baldacci made a motion, which was seconded by Councilor Blanchette, to amend the agenda
and address the Executive Session and the committee action per that session as the first two items to
consider. The motion carried without objection.
Executive Session
The Committee went into Executive Session per 1 M.S.R.A. § 405 (6)(C), to discuss lease negotiations.
Once out of executive session, Councilor Baldacci made a motion, which was seconded by Councilor
Blanchette, to recommend that the full Council authorize a lease with Ntension Corporation for 100
Hildreth Street. The motion carried without objection.
Signage Implementation
Jason Bird presented a proposal that would install 17 signs throughout the city to direct visitors to the
Downtown, Waterfront, Airport, parking, Cross Insurance Center and other city assets. The estimated
cost, which is currently budgeted for in the Community and Economic Development budget, is $36,100.
Councilor Neally made a motion, which was seconded by Councilor Baldacci, to recommend passage of
staff recommendations by the full Council. The motion carried without objection.
Parking Lease Amendments
Jason Bird presented a revised lease that City staff would like to make standard in all agreements with
private entities for use of City owned parking lots. Among the proposed changes were moving, when
possible, all lease terms to terminate at the end of the calendar year, tie all lease rates to the City’s
parking lot rate schedule, as amended by the City Council from time to time and create a provision that
allows the City to temporarily deny use of parking spaces for maintenance so long as reasonable
accommodations are provided to lessee. A motion was made by Councilor Baldacci, which was
seconded by Councilor Neally to recommend passage of staff recommendations by the full Council. The
motion carried without objection.
The Committee chose not to recommend the elimination of discounts for lessees who rent larger
number of lots. That item will be brought back to the Committee for further consideration.

Graffiti Update
Jason Bird provided an update to the Committee on the efforts that have been undertaken by members
of the community and City staff to address graffiti issues. A clean up day was recently held where recent
offenders, along with community leaders, cleaned up two sites in the City. Mr. Bird stated that those
projects will continue in the spring along with other efforts to clean up and combat graffiti.
