HomeMy WebLinkAbout2014-02-04 Business and Economic Development Committee Minutes BUSINESS AND ECONOMIC DEVELOPMENT COMMITTEE Tuesday, February 4, 2014 5:15 PM City Council Chambers Minutes Committee Members Present: Chair Durgin, Councilor Baldacci, Councilor Graham, Councilor Plourde Staff Present: City Solicitor Norm Heitmann, Tanya Emery, Director of Community and Economic Development 1. Request to Lease City Property City Solicitor Heitmann explained that Arayos LLC, d/b/a Diamonds, wishes to lease area from the City in order to construct an exit (install a door in the side of the building and have stairs to the ground) at 190 Harlow Street. Because the side of the building that they lease is built to the property line, they need an agreement with the City, the owner of the abutting property, in order to use this area. Presently patrons must enter and exit from the front of the building. The City has received complaints about people in the front of the building being very loud, late at night. Also, some patrons, rather than walking from the front of the building down Haynes Court, walk down the retaining wall which is a hazard. The proposed stairway would be at the rear of the building where their patrons park their cars and construction of this side exit should help to address these issues. Mr. Scott Liberty, a Trustee representing Arayos LLC, was also present in support. Mr. Heitmann indicated that Staff is seeking direction from the Committee whether or not it wishes the City to proceed. The consensus of the Committee members was for Staff to proceed. 2. Executive Session – Economic Development – Revised Business Development Loan – 1 M.R.S.A. § 405(6)(C) Councilor Baldacci moved to enter Execution Session under 1 M.R.S.A. § 405(6)(C). The motion was seconded and it passed unanimously. It was moved, seconded and unanimously approved to exit the Executive Session. 3. Committee Action on Above Item 2 It was moved, seconded and approved to recommend this item. 4. Executive Session – Economic Development – Property Disposition Discussion – 1 M.R.S.A. § 405(6)(C) Councilor Graham moved to enter Execution Session under 1 M.R.S.A. § 405(6)(C). The motion was seconded and it passed unanimously. It was moved, seconded and approved to exit the Executive Session. The meeting adjourned at 5:50 p.m.
