HomeMy WebLinkAbout2007-09-13 Historic Preservation Commission Minutes HISTORIC PRESERVATION COMMISSION Minutes of September 13, 2007at 7:00 p.m. Third Floor Council Chambers MINUTES Commission Members Present: Sara Martin Charles Boothby Wayne Mallar Associate Member Present: Karen Hornberger Commission Consultant Present: Bob Kelly City Staff Present: Jeremy Martin PUBLIC HEARINGS 1. 174 Main Street – Bangor House Proprietary To consider a request for a Certificate of Appropriateness to replace windows. This is the second of four phases to replace aluminum siding (1970’s) windows with energy efficient vinyl double hung windows matching historic look. The first phase (old Bangor House section) was approved and completed in 2002. Action Taken: Certificate of Appropriateness granted by a vote of 4 to 0. 2. 72 Broadway – Lee Souweine To consider a request for Certificate of Appropriateness approval to replace a door and install a skylight. Action Taken: The application was split into two applications. The first application was for the replacement of a door on the Penobscot Street side of the building. This application was tabled to next month by the applicant, as there were only four Commission members present. The second application for Certificate of Appropriateness for the installation of a skylight was granted by a vote of 4 to 0 with the condition that the skylight will not exceed a pitch of 7/12 and as indicated in the mock up. 3. 202 Exchange Street – Oliver Holdings To consider a request for Certificate of Appropriateness and Design Review approval to install a faux brick façade on street level. Action Taken: The applicant withdrew the application following discussions with City staff and an on-site meeting with Commission consultant, Bob Kelly. The commission unanimously approved the request by the applicant to remove the first floor façade in order to conduct exploration activities to determine the best way to move forward on rehabilitation of the first floor storefront. 4. 81 Park Street – House Revivers To consider a request for Certificate of Appropriateness approval to demolish the old brick “shed” and replace with new brick faced with carriage house style door and hip roof within the same foot print. Install retaining wall four feet or less in height in the rear. Action Taken: The application was discussed at great length and only a portion of the project was approved at this time. A Certificate of Appropriateness approval was granted by a vote of 4 to 0 for the demolition of the shed and the installation of the retaining wall four feet in height or less. The application for the replacement structure was tabled until next month, in order to deal with the Commission’s concern over the actual detail of the proposed replacement structure. The applicant will provide greater detail and scaled drawings, taking in to account the concerns of the Commission. The next scheduled meeting is Thursday, October 11, 2007 at 7:00 p.m. in the third floor Council Chambers.
