HomeMy WebLinkAbout2014-10-09 Historic Preservation Commission Minutes HISTORIC PRESERVATION COMMISSION OF THE CITY OF BANGOR MEETING OF October 9, 2014 MINUTES Commission Members Present: Donald Lewis III, chair Marie Grady Sonia Mallar Reese Perkins Elizabeth Rettenmaier (associate) City Staff Present: Jennifer Boothroyd Chairman Lewis called the meeting to order at 7:00 p.m. NEW BUSINESS Item No. 1: Approval of HPC meeting minutes from September 11, 2014 meeting Chairman Lewis initiated the reading of the meeting minutes for review. Secretary Perkins began to read the minutes. Commissioner Rettenmaier made a motion to forego the reading of the minutes and approve them as written. Commissioner Grady seconded the motion, which was approved unanimously. Item No. 2: Consider a request for Certificate of Appropriateness and Design Review approval for exhaust ductwork at 96 Main Street, Bangor Housing Development Corp., applicant Mat Ward of WBRC, representing the applicant, approached the podium and summarized the proposal for the Commission. The applicant plans to install a new grease hood in the building to accommodate a tenant. It is not feasible to run the accompanying ductwork through the tenant space or elevator chase in the interior of the building. The applicant proposes to mount the ductwork on the exterior of the building on the east side, running between the windows. Commissioner Rettenmaier noted that the photos included in the application packet show the Water St. façade and the alley windows, and asked if any window changes are included in 2 the current proposal. Mr. Ward said no, that they were previously approved by the Commission. Chair Lewis asked what material the ductwork would be made of. Mr. Ward stated that is would be of galvanized metal. Chair Lewis asked if that metal could be painted to match the red color of the brick behind it. Mr. Ward stated that it could be done if necessary. Chair Lewis referred to the Secretary of the Interior’s standards that appropriate colors be used when possible. Commissioner Rettenmaier stated that she would like to see that added as a requirement to any motion to approve. Commissioner Mallar agreed. Commissioner Perkins stated that he was uncomfortable with the idea, and wondered if painting the ductwork would last. Mr. Ward agreed that the paint may peel over time. Commissioner Perkins stated that galvanized doesn’t hold paint well. Chair Lewis noted that it would be expected the ductwork would be repainted if it peeled, as part of regular maintenance. Mr. Ward stated that he was not sure of Bangor Housing’s maintenance schedule. Chair Lewis noted that there are several ways to paint the ductwork, and one might be more durable than another. Commissioner Perkins asked that Mr. Ward pass on to the applicant that the Commission would like the look of the painted ductwork to endure. Commissioner Perkins asked if there would be a hood on top of the ductwork. Mr. Ward responded that it would not be a hood, but, rather, a “mushroom”. Commissioner Mallar asked if the new tenant would be occupying the space with the large windows seen in the photos. Mr. Ward said no, and that those windows belong to the Waverley building. Commissioner Perkins asked what would become of the existing hood behind the Waverley building. Mr. Ward stated that it would be reused. Commissioner Rettenmaier made a motion to approve the application for a Certificate of Appropriateness and Design Review approval for new ductwork at 96 Main Street, with the following conditions: 1) that the galvanized metal ducts be painted to match the color of the brick behind it; 2) that the supports be affixed to the mortar rather than the brick of the building; and 3) that work be started within six months, completed within a year, and photos of the completed project be submitted to the Planning Office. Commissioner Grady seconded the motion. Mr. Ward asked for clarification about whether the ducts should be painted with all three of the colors that appear behind it. The Commission agreed that that the red color is the most important, because of it’s contrast with the color of the metal ductwork. The motion was approved unanimously with Commission members Grady, Lewis, Mallar, Perkins, and Rettenmaier voting. Item No. 3: Consider a request for Certificate of Appropriateness and Design Review approval for new signs at 76 Main Street, The Juice Cellar, applicant 3 Chris Roberts, owner of The Juice Cellar, approached the podium and summarized the proposal for the Commission. The applicant plans to install two signs for his new business at 76 Main Street; one flat and one projecting. Commissioner Mallar asked what the signs would be made of. Mr. Roberts stated that they are Dibond, a product that is plastic sandwiched by aluminum. Chair Lewis asked how the signs would be attached. Mr. Roberts stated that they would be using 1 ½” anchors drilled into the gray part of the wall, which is plaster over metal mesh. There is brick underneath that, but the brick was covered by stucco a long time ago. Commissioner Mallar stated that there was no need to worry about going through the mortar, if that is the case. Chair Lewis stated that if drilling into brick did appear necessary, it should only be done through the mortar. Commissioner Perkins made a motion to approve the application for a Certificate of Appropriateness and Design Review approval for signs at 76 Main Street, with the condition that work be started and completed within six months, and that photos of the completed project be submitted to the Planning Office. Commissioner Mallar seconded the motion. The motion was approved unanimously with Commission members Grady, Lewis, Mallar, Perkins, and Rettenmaier voting. Item No. 4: Consider a request for Certificate of Appropriateness for a sign at 160 Broadway, Bangor Neon, applicant Joel from Bangor Neon approached the podium and summarized the proposal for the Commission. Bangor Neon has been hired by the owner of the commercial building at 160 Broadway to replace the sign lettering on the side of the building, reflecting a new business name/affiliation. Commissioner Rettenmaier asked if the new lettering would match the exiting which it is replacing. Joel stated that it would be the same lettering, made of plate aluminum. Both the ‘Sun Mortgage’ and ‘Prudential’ letting would be replaced with ‘Berkshire Hathaway Real Estate/Home Services’. Commissioner Mallar made a motion to approve the application for sign replacement at 160 Broadway, with the conditions that any drilling be done into the mortar, and not the brick, and that work be started and completed within six months, and photos of the completed project be submitted to the Planning office. Commissioner Rettenmaier seconded the motion, which passed unanimously with Commission members Grady, Lewis, Mallar, Perkins, and Rettenmaier voting. Other Business: 4 Chair Lewis reminded the Commissioners about the upcoming State CLG training in Portland on October 17. There being no further issues for consideration or discussion, Commissioner Rettenmaier made a motion to adjourn, which was seconded by Commissioner Mallar. The meeting was adjourned at 7:31 P.M.
