HISTORIC PRESERVATION COMMISSION OF THE CITY OF BANGOR
MEETING OF NOVEMBER 10, 2016

Vice-Chair Burgoyne called the meeting to order at 7:00 p.m. He noted that Associate
Members Banfield and Manzo would be voting in the absence of Members Rettenmaier
and Mallar.
PROJECT REVIEW
1. 49 Main Street – Lisa Liberatore
Installation of 2 PVC roof vents painted black
Chapter 148 Historic Preservation – Main Street District – Certificate of
Appropriateness
The applicant, Lisa Liberatore, presented the project of installing 2 bathroom vent pipes
on the roof and painting them black. She indicated that the photograph in the application
show the pipes already installed by the plumber.
Mr. Carter moved approval of the application for Certificate of Appropriateness. Mr.
Banfield seconded the motion. The motion passed 5 – 0.

Chapter 71 – Bangor Center Revitalization Area (“Façade Area”) – Design
Review
Mr. Carter moved approval of the application for Design Review. Mr. Banfield seconded
the motion. The motion passed 5 – 0.

3. Approval of HPC meeting minutes
Mr. Banfield moved approval of the October 13 Meeting Minutes. Mr. Carter seconded
the motion. The minutes were approved 5-0.
4. Continued discussion
Relationship of City’s Historic Preservation and Bangor Center Revitalization
Area Ordinances to National Park Service Department of the Interior’s Historic
Preservation Guidelines and Standards
Mr. Nicklas presented his Memorandum, The Decision-Making Process for Historic
Preservation Applications. The Commissioners in attendance had a discussion about
the process and decided to continue the discussion at the December meeting.
5. 2017 HPC Meeting Schedule DRAFT

With potential 2 monthly meeting reserved to review of any Findings of Facts
The draft 2017 meeting schedule was not confirmed and is to be added to the
December meeting agenda.

The meeting adjourned at 7:35 p.m.
