HISTORIC PRESERVATION COMMISSION OF THE CITY OF BANGOR
MEETING OF OCTOBER 13, 2016

Chair Rettenmaier called the meeting to order at 8:00 p.m. Because of the Monday
holiday and rearranged meetings she thanked everyone for attending an hour later.
PROJECT REVIEW
1. 192-200 Exchange Street – Peifen Carroll
Installation of 3 heat pumps, all piping to match the coloring of exterior façade.
Chapter 148 Historic Preservation – Great Fire District – Certificate of
Appropriateness
The applicant Penny Carroll and Jason xxx from Dave’s World, presented the project of
installing 3 heat pipes and exterior piping. She presented photographs of surrounding
properties that already have piping.
Mr. Carter moved approval of the application for Certificate of Appropriateness with the
conditions that the top part of exterior pipes enter the building below the windows on the
second floor and that exterior pipes be painted to match brick walls. Mr. Perkins
seconded the motion. The motion did not pass 1 – 4.
Reasons for no votes were: Mr. Perkins did not find that interior installation was not
possible. Also installing ducts outside was not recommended. Mr. Carter agreed with
those reasons. Mr. Mallar agreed and that installation on the roof would solve the
problem. Mr. Banfield added to those that having the pipes be internal would help.
Mr. Carter moved approval of the application for Design Review with the conditions that
the top part of exterior pipes enter the building below the windows on the second floor

and that exterior pipes be painted to match brick walls. Mr. Perkins seconded the
motion. The motion did not pass 1 – 4.
There was a discussion of how fees are charged for applications under both ordinances.
Also the applicant requested to at least allow one unit for heating needs.
Mr. Carter moved approval for Certificate of Appropriateness with the conditions to
reduce the number of units to 1 unit with the condition of a shorter pipe with the top of it
to enter the building below the windows and that pipe be painted to match brick walls.
Mr. Perkins seconded the motion. The motion did not pass 1 – 4.
Ms. Carroll indicated that she would consider installing the pipes on the inside of the
building if the Commission would reconsider. The Commission agreed to make third
motion and vote.
Mr. Carter moved approval for Certificate of Appropriateness with the conditions that: 1.
The heat pump units be mounted on the exterior with screws going into mortar joints, 2.
The new heat pump circulation pipes will go directly from the units into the building, and,
3. The existing unit’s circulation pipe will be painted to match the color of the brick wall.
Mr. Banfield seconded the motion. The motion passed 5 – 0.

Chapter 71 – Bangor Center Revitalization Area (“Façade Area”) – Design
Review
Mr. Carter moved approval for Design Review with the conditions that: 1. The heat
pump units be mounted on the exterior with screws going into mortar joints, 2. The new
heat pump circulation pipes will go directly from the units into the building, and, 3. The
existing unit’s circulation pipe will be painted to match the color of the brick wall. Mr.
Banfield seconded the motion. The motion passed 5 – 0.

Chapter 148 Historic Preservation – Great Fire District – Certificate of
Appropriateness
The applicant, Ms. Jamie McDonough, and Mark Sampson presented the application
and answered the Commission’s questions.
Mr. Carter moved approval for Certificate of Appropriateness with the conditions that:
1. The sign straddle the granite band (half above & half below) between the first and
second floor windows as in the top photo of the application’s 3-photo exhibit, and 2. The
sign be fastened into mortar joints and/or to blocking under the metal panel, not into the
bricks or granite. Mr. Perkins seconded the motion, which passed 5-0.

DISCUSSION OF AUGUST 11, 2016 CONDITIONAL APPROVAL
5. 105 Main & 92 Columbia Streets – Brick & Mortar Holding Group
Replacement of 20 windows
Chapter 148 Historic Preservation – Main Street District – Certificate of
Appropriateness; Chapter 71 Bangor Center Revitalization Area – Design
Review
Jay Deane of Brick and Mortar Holding Group returned to the Commission to discuss
the sample that he had presented for the Chair and Consultant to review in response to
the Commission’s conditional approval. The sample he presented had window dividers
on the outside of the outer glass pane and between the double panes, but not on the
inside of the inner pane. He reiterated that the maintenance on the interior of the
windows was the main reason.
The Commissioners and Mr. Pullen discussed their approval and that they intended to
include window dividers as presented, but also on the inside of the inner panes, in the
form of simulated divided lights which were in the brochure included in the application.
Mr. Deane reiterated that he would not be able to do that and because of that would not
be able to replace the windows. He indicated that he might follow the less costly
example of City Hall and install storm windows on the inside of the existing windows to
avoid Historic Preservation review.
ADDITIONAL BUSINESS
6. Approval of HPC meeting minutes
Mr. Mallar moved approval of the September 8 minutes and Mr. Burgoyne seconded the
motion. They were unanimously approved.
Mr. Nicklas and the Commissioners discussed the National Park Service Department of
the Interior’s Historic Preservation guidelines and standards and their relationship to the
City’s Historic Preservation Ordinance. The discussion involved how any approvals or

denials should not be based only on those guidelines and standards, but should be tied
to the City’s Ordinances.
Mr. Nicklas reintroduced the idea of having a second meeting set to occur after the
regular meetings in order to review Findings of Facts in the event there is a denial. Mr.
Pullen indicated they were recommended for approvals as well. Staff would look to see
about room availability a week after the regular meetings.
Commissioners decided to place a continuation of this discussion on the November
meeting agenda.

Ms. Rettenmaier and Mr. Mallar indicated they would not be at the November 10
meeting.
