Bangor Historic Preservation Commission
Meeting Agenda for Thursday, July 14, 2016 at 7:00 p.m.
Third Floor, Council Chambers, Bangor City Hall
Commissioners present: George Burgoyne, Matthew Carter, Wayne Mallar, Reese Perkins,
and Associates Alfred Banfield and Eugene Manzo
Commissioner’s Consultant: Michael Pullen

Meeting called to order at 7:04 p.m. by Vice- Chair Burgoyne. He noted that in the absence of
Chair Elizabeth Rettenmaier, Associate Members Banfield and Manzo would alternate voting.
Project Review
1. 59 Park Street – Redzone Wireless
Installation of 3 wireless LTE spectrum antennas for broadband internet service on
existing small roof tower of building alongside existing antennas
Chapter 148 Historic Preservation – Great Fire District – Certificate of
Appropriateness
Carter moved to grant Certificate of Appropriateness approval. Perkins seconded the
motion. The motion passed 5-0 with Manzo voting.

Installation of heat pump, work already completed
Chapter 71 Bangor Center Revitalization Area – Design Review
Reese Perkins requested recusal as his daughter is renting from the applicant. Banfield
moved for recusal and Manzo seconded it. The vote was 3-0 for recusal, with Banfield,
Burgoyne, and Manzo voting yes and Carter and Mallar voting no. Perkins left the room.
Carter moved approval of after-the-fact Design Review on the condition that the vertical
pipe be painted to match the color of the brick behind it. Manzo seconded the motion.
The motion passed 5-0 with Banfield and Manzo voting.

4. 51-53 High Street – Maine Development – James Kivell
Demolish entire rear 3-level deck, stair, and roof structure and selected footing piers,
and replace entirely with new selected footing piers, posts, beams, decks, stairs, railings
to current code standard, and roof.
Chapter 148 Historic Preservation – High Street District – Certificate of
Appropriateness
Carter moved approval of Certificate of Appropriateness subject to consultant’s
questions being answered. Mallar seconded the motion. The motion passed 5-0 with
Banfield voting.

5. 31 Main Street – Steven’s Sweets D/B/A Specialty Sweets
Valance to be attached to existing metalwork over entrance
Chapter 71 Bangor Center Revitalization Area – Design Review
Carter asked if he should recuse himself for doing work on the building. Mallar moved
he had no conflict. Perkins seconded. The motion of no conflict was approved 5-0.
Carter moved approval of Certificate of Appropriateness provisionally with horizontal
mounting. Mallar seconded the motion. The motion passed 5-0 with Manzo voting.

11. 36 Central Street – Rock and Art Shop
Project to include in-kind window and trim repair, installation of new exterior wall and
chimney vents, and installation of a new roof hatch
Chapter 71 Bangor Center Revitalization Area – Design Review
Carter asked to recuse himself on this, his project. Perkins moved recusal on items 11
and 12, and Mallar seconded it. The motion passed 5-0 and Carter left the room. Mike
Pullen represented Carter. Perkins moved to approve the application as submitted with
request to consider more harmonious colors in the storefront. Mallar seconded the
motion and it passed 5-0 with Banfield and Manzo voting.

Enclose 90-foot x 2-foot area in front of building with 3-foot tall black aluminum fence
Chapter 71 Bangor Center Revitalization Area – Design Review
Roy Hubbard called Abe Furth to represent him because he was stuck in an airport.
Mallar moved to indefinitely postpone the application, and then withdrew the motion.
Commissioners indicated they were inclined to deny the application as presented. They
asked that it be withdrawn and a new application submitted with a more accurate and
detailed representation of the proposed fence. Furth agreed and indicated it would be
better for Hubbard to be present to answer the Commission’s questions.

15. Approval of HPC meeting minutes.
Carter moved to approve the June 9 HPC meeting minutes. Perkins seconded the
motion and the minutes were approved.
The next scheduled meeting is Thursday, August 11, 2016 at 7:00 p.m. in the third floor Council
Chambers. The Meeting adjourned at 9:45 p.m.
