Commentary:
The City is required to hold public hearings before adoption of the FY 1997 Consolidated Housing and
Community Development Plan. The Community and Ecommnic Development Committee held a public hearing
at its meeting on April 9, 1997. A second public hearing is scheduled to be held at the May 12, 1997 City
Council muting.
Following the public hearing, the Council may take action on the FY 97 Consolidated Plan and related
actions.
A copy of the proposed City of Bangor 1997/98 Community Development Block Gram Program for Ne
period July 1, 1997 to Jute 30, 1998, as recommended by the Community and Economic Development
Committee, is attached. Also attached is a summary of the City of Baugor 1997 Consolidated Plan for Housing
and Community Development.

directs the City Manager to submit to and file with the Department of Housing and Urban
Development a Consolidated Housing and Community Development plan for Community
Development Block Grant Entitlement Fords as provided for in Title I of the Housing avd
Commentary Development Act of 1974, as amerWei, a copy of which is on file in Ne Office of
the City Clerk; and to provide such additional information and fumish such documents as may
be required by the Department of Housing and Urban Development to execute such commam or

BE IT FURTHER ORDERED, THAT, the City Manager is hereby appointed as the
authorized representative of the City of Bangor to act in connection with such Plan of the City
of Bangor for Federal Commonalty Development Block Grant funds trader Title I of the

EXECUTIVE SUMMARY
of the City of Bangor 1997
Consolidated Plan Annual Action Plan
for Housing and Community Development
The Bangor 1997 Consolidated Plan Annual Action Plan presents a coordinated
approach to addressing Bangor's housing and community development reeds over a one-year
period. The goal of the plan is to integrate economic, physical and human development in a
comprehensive and coordinated fashion so all the community can work together and thrive.
The 1995-1999 Consolidated Plan prepared in 1995 was the first to hs developed by We
City of Bangor under new guidelines from the federal Department of Housing aml Urban
Development (IND). It described the City's planned use of federal, state ani local funds and
other housing resources to address the needs of homeless and low- and moderate -income
households and persons in ways that promote commonly and individual stability.
The 1997 Consolidated Plan Annual Action Plan integrates the application, planning
and citizen participation for Bangor's Community Development Block Grant (CDBG) program
for the July 1, 1941 to Ione 30, 1998. Ultimately, the Consolidated Plan allows the City of
Bangor, its citizens, housing and related services providers and citizens, the opportunity to
create a unified vision for community development actions. The 199'1 Bangor Consolidated
Plan Annual Action Plan, as required by the U.S. Department of Housing and Urban
Development must primarily benefit low- and moderate -income persons in accordance with the
following mad" goals:
Provide decent housing. Assist homeless persons to obtain affordable
housing; retain the affordable housing stock, increase the availability of
permanent housing that is affordable to low-income households; and increase
supportive housing that Includes structural features and services to enable
persons with special needs to live in dignity.
Provide a suitable living environment. Improve the safety and livability of
neighborhoods; increase access to quality facilities and services; reduce the
isolation of income groups within areas by deconcentrating housing
opportunities and revitalizing deteriorating neighborhoods; restore and preserve
named and physical features of special value for historic, architectural, or
aesthetic reasons; am conserving energy resources.

P.xpand ecunmoic opportunities. Within this goal are: creating jobs available
to low- and very low-income persons; providing fulling for community
development projects and activities that promotes long-term economic and social
viability; and empowering low- all very low-income persons in federally
assisted and public housing to achieve self-sufficiency.

HOUSING STRATEGY:
Priority 1 - Very low-income, other low-income, homeless individuals and households.
Proposed accomplishtvem: Provide transitional can management services at Park
Woods Tta nitional Neighborhood by funding one full-time case manager and one
pan -time clerical support scoff person.
Priority 2 - Very, low-income all other low-income homeless and other individuals and
households.
Proposed accomplishmene Participation with Maine State Housing Authority for
rehabilitation financing of 100 units of affordable housing being acqu'ved fi an the
Univemity, of Maine by the Bangor Housing Development Corporation, a non-
profit organization created by the Boats of Commissioners of the Bangor Housing
Authority. These partially unoccupied units will be occupied by existing public
housing residents whose income and existing public housing rents indicate an
ability on pay affordable rents. In tura, the vacated public housing wits will be
occupied by eligible reasons who otherwise would be homeless.
Priority 3 - Very low-income and other low-income homeless youths.
Proposed accomplishment: Rehabilitation of one institutional structure for use as a
live -Io 30 -day youth shelter.
Priority 4 - Very low-income and other low-income small related renter households and all
other rather households.
Proposed accomplishment: Rehabilitation of 15 rental arms, additional units should
program income exceed projections.

Priority 5 - Existing homeowners.
Proposed accomplishment: Rehabilitation of 10 homeowner units, additional units
should program income exceed projections.
Priority 6 -1st-time homeowners with children and all others.
Proposed accomplishment: Rehabilitation of 51 dwelling units of military surplus
single-family housing deeded to the City by the federal government, or financed
for acquisition by the Mair¢ State Housing Authority.
Business Development Loan Program;
Proposed accomplishment: Assistance to t or more private -sector business entities
to crate or retain at least 10 permanent full -tune jobs or a tuivalw pan -time jobs,
principally for low end moderate -income persons.
Property Acquisition, Clearance and Disposition;
Proposed accomplishment: Continued payoff of purchase agreement for the former
Maine Central Railroad waterfront property for resale or lase, suit the sale or
lase of the former Bangor Waterworks property m privatesectorentities for the
creation or retention of permarcn[jobs principally for low and moderate -income
persons.
LAND ACQUISITION STR ATFCY:
Proposed accomplishment: Continued payoff of tbe previously partially funded
acquisition of approximately 30 acres of waterfront property from the blame
Central Railroad, enviromnensal mitigation, and preparation for disposition for
economic development purposes.
Proposed accomplishment: Disposition of waterfront properties; for redevelopment.
PUBLIC HOUSING AREA STRATEGY:
Proposed aaomplishments: Participation with Maine BMW Housing Authority in
she rehabilitation funding of 100 units of former University of Maine housing
being acquire by the BHA - related Bangor Housing Development Corp. to provide
alternative housing for current public housing residents whose income will support
affordable rents, thus freemg-ap public housing units for new homeless tenants.

ADA COMPLIANCE
Proposed accomplishment: Resolve handicap accessibility noncompliance issues in
6 publicly accessible facilities and work places employing persons with disabilities,
and accessible parking and entrance routes at 10 public schools.
Neighborhood sidewalks:
Proposed accomplishment: reconstruction son asphalt overlay of 2 1/2 blocks of
neighborhood sidewalks.
Neighborhood streets:
Proposed accomplishment Aapball overlay of 3,533 linear felt of neighborhood
sheers.
Neighborhood parks:
Proposed accomplishment Reconstruction of Williams Park steps and drainage.
Historic restoration of Battleship Maine bow scroll monument at Davenport Park.
Downtown revitalization area
Proposed accomplishment Reconstruction of 245 linear feel of sidewalk on Broad
Street.
Replacement of steps from State Street to Kenduskeag Plaza.
Waterfrorrt revitalization area:
Proposed accomplishments: 1) Corannuction of vain -station -style building to
wntain, rest rooms, ricket sales booth, concession area, and covered picnic area.
Labor sed sorsa materials will be donated. 2) Filling of approximately 9 acres of
f inner rail switching yard with mivimum 4" of granular fill and mina num 2" of
lop soil. Fill will be delivered from sewer replacement project excavation. 3)
Continuation of wil/bank stabilization and fence relocation along deteriorating
bulkhead.
