Commentary:
The Planning Board held a public hearing on the above -noted zone
change at its regularly scheduled meeting of March 4, 1997.
Fred Marshall, Ames Engineers, represented the applicant and
spoke in favor of the proposed change.
Several area property owners spoke in opposition to the proposed
change and expressed concern about the the institutional uses in
the area.
The Board voted 5 to 0 in favor of a motion to recommend to the
City Council that the zonechange request containedinC.O. 0 97-
124 be approved. - -

THAT the zing boundary lines as established by the Zoning Map
of the City of Bangor dated October 28, 1991, as amended, be
hereby further amended as follows:
By changing a parcel of land located at 136 Union Street (Tax Map
No. 42, Parcel No. 35) from Contract Urban Service District to
Goverment and Institutional Service District. Said parcel
containing approximately .3 acres and being more particularly
indicated on the map attached hereto and made a part hereof.

a. General De SC intion. Applicant requests anchange from
Contract Urban Service District to Government and
Institutional Service District for a .3 acre parcel located
at 136 Union Street.
This application is a request to change 136 Union Street,
located at the c om
r of Union Street and First Street fr
US Contract to GC&Se This building, formerly the Valentine
Elementary School, later the American Legion was most
recently used for office. The building is approximately
8,000 sq. ft. in size.
b. Land Use and Zoning Policy. The City's Land Use Policy for
the a s for High Density Residential. The Zoning Policy
Map indicates this area for Multifamily and Service
District.
C. Urban Servicga. The Site has all required urban services.
d. Existing Conditions. The Union Street corridor is in fact a
mixture of institutional and residential uses with some
commercial uses
n the Main Street frontage. The west side
of the Unionstreet frontage includes the Unitarian Church
(vacant) , the 'subject parcel, multifamily structure,
Together Place, Isaac Farrar Mansion, and YWCA. The east
side of the street includes a commercial parking lot (Ames
Corp.), Clarendon Inn, Bangor Historic Society, and a
office building (vacant Prudential Building). To the
of the Union Street frontage on both sides of the street is
generally multi -family. The subject parcel is a .3 acre
parcel with a 8,000 sq. ft. building and 10 parking spaces.
The size of the building would allow the proposed G s ISD
e (presumably Shaw House) to generate quite a bit of
activity on site, perhaps less however than a multi -family
use of the building might.
e. Decision Criteria. The basis for the City's zoning is its
Comprehensive Plan. The Comprehensive Plan appears to
support the zoning request before you in that while there is
not a specific Goverment and Institutional designation for
this area there is a proposal for high intensity use. The

site is immediately adjacent to other government and
institutional uses and such uses require the proximity of a
major street. The existing uses
and conditions support the
request. Staff would recommend that the Board recommend the
zone change request to the City Council.
