Attendance at the facility has not baso as strong nor as consistent as we would generally prefer. Absenteeism does create staffing, operational and financial Problems which hinder the overall mission of providing quality care for the residents. Accordingly, a policy has been developed which addresses attendance issues. The policy has been established to encourage and reward good attendance. Additionally, the policy also addresses the issue of unacceptable attendance. The policy LS intended to apply to all employees at the facility, both union and non-union. OEDEEED, THAT the City Council hereby adopts a policy entitled the "employee Attendance Control Policy" for all employees at the City Nursing Facility and be it further ordered that the Nursing Facility Administrator is directed to take any appropriate action to effectuate the terms and conditions of the policy, including the establishment of an effective date. II PURPOSE The purpose of controlling absenteeism is to reduce the negative effects it has on morale, productivity, quality and safety. The Facility recognizes the employee's need for time off for various reasons, yet insists that each employee realize that the successful and efficient operation of the Nursing Facility depends upon dedicated sniff The Bangor City Nursing Facility operates 24 hours a day, ] days a week. It is imperative that the Facility have a dependable staff in order W meet its operational needs, and deliver the highest quality ofca a possible. It is also important for the sake of the staff, that the each employee is reliable and available as needed to maintain the necessary workflow, and ensure a safe and productive working enviromnent. A balance must be achieved and maintained between an employee's need for time off and the facility's need for regular attendance III REGULAR ATTENDANCE A. Regular attendance is defined as being on the job when and as scheduled, except when supervisory approval has been given, authorizing the employee to be absent. B. City policy and the labor agreement, whichever applicable, provides employees with specific time off. When safety,quality, and productivity will not be adversely affected, the appropriate supervisor may grant additional time off with permission. C. All absences will be recorded regardless of the Protons). Only the Facility Manager may excuse any absence that would normally result in points being assessed against an employee. IV CHARGE&OCCURRENCES An occurrence is defined as aperiod oftime from the beginning of an absence wail an employee's return to work, excluding annually scheduled days off. Employees will be charged points for each occurrence, depending on the nature and severity of the occurrence, based on the following schedule: EmplcyttAtlendarme nlrol Policy) 97-95 • No Show, No call ( 12) points • No Show, Late call (6) points • Single Days Absence (2) points • A series of consecutive days (4) points ofabsence • Leaving work more than t/7 how early (4) points Or arriving more than %hour late for the employee's scheduled shift. • Failure to work a double as previously ( 2 1 points arranged • Discernible Pattern of Absence based ( 2 1 points on (3) or more occurrences as determined by the following guidelines: 3 occurrences in 4 months 5 occurrences in 5 months 7 occurrences in 10 months 8 occurrences in 12 months • Arriving at work 5 or more minutes late ( 1 ) point • Any employee that arrives over 1 hour late and has not called in will be replaced for that shift and charged (12 ) points, or if they call during their shift ( 6) points. • Any employee l and 1/2 hours late for any reason (except prior supervisory approval) will be replaced for that shift and charged ( 6 ) points. V CORRECTIVE ACTION When an employce's assessed point value reaches the following levels, the corresponding method ofcomctive action will be administered. I. minus Six (6) points, Orel yarning 2. minus Twelve (12) points, Written reprimand wiN possible suspension. 3. minus Eighteen (IS) points, Written reprimand with 3 days suspension 4. minus Twenty-fcur(24) points, Termination VII EXCEPTIONS — The following absences will not be charged or counted for corrective actions: Employ re Attendance Costal Policy 2 9]-95 Bereavement Leave Jury Duty • Military Duty • Holiday ( unless scheduled to work ) • Vacation( unless scheduled to work) • Occupational illness/injuries • Leave ofabsence( as provided by the current City policy/labor agreement, whichever applicable) • Union business, ifthe City was previously advised VII CREDITS All employees who demonstrate acceptable attendance will earn credit points (positive Palms) according m the following schedule : 1. One (1) point for each calendar month the employee works with no occurrences. 2. On the one year anniversary date of an occurrence, the employee will have an equal number of points credited to their attendance record to offset the previous occurrence. 3. An employee will be allowed to carry over credited points from one year to the next. The employee will be allowed to accumulate up to m-elve (12) credit points. Provided that the employee has been working for twelve consecutive months, employees who have demonstrated exceptional attendance will be rewarded in the following manner. L Employees who accrue twelve (12) credit points shall be awarded a fifty (50) dollar savings bond. 2. Employees who accrue eight (8) credit points shat[ be awarded a twenty-five(25) dollar savings bond. VIII ADMINISTRATION The month of the employee's date of hire shall be the basis from which the absenteeism polity shall be administered. In the case of part time employee who has moved into a full time position the permanent anniversary date shall be used, however any previous charges or credits shall be termed over to the new established date ofhhe. At the time of evaluation any credits shall be applied to the charges and the balance shall be carried forward until the next evaluation. After the balance has been calculated it will be determined whether or not the employee is eligible for any reward as listed above. 2MPle)ee Attendance Carmol Polity)
