Summary
The proposed zone change will amend the zoning of City Hail from Government and Institutional Service
District (G&ISD) to Downtown Development District (DDD). A plan is being developed for the repair of the
retaining wall behind City Hall and making associated changes. The Downtown Development District has
fewer restrictions on development standards such as parking and setbacks than G&ISD.

ORDINANCE, Amending Chapter 165, Land Development Code, by Changing the Zone of 73 Harlow Street
from Government and Institutional Service District to Downtown Development District
WHEREAS, the zoning boundary lines as established by the Zoning Map of the City of Bangor dated
October 28, 1991, as amended, be hereby further amended as follows:
By changing an area of land located on Harlow Street (Tax Map No. 041 Parcels 118, and 119) from
Government and Institutional Service District to Downtown Development District; said parcels containing
approximately 2.56 acres and being more particularly indicated on the map attached hereto and made a part
hereof.

Council Ordinance 17-287
Please be advised that the Planning Board at its meeting on September 5, 2017,
held a Public Hearing on the above zone change request.
Chairman Kenney opened the Public Hearing and asked the applicant or their
representative to make a brief presentation of their application.
City Engineer John Theriault, PE indicated he was requesting the change in
zoning to facilitate work related to the retaining wall stabilization plan.
Member Boothby questioned why a municipal office building would not be in a
Government and Institutional District.
There were no opponents to the rezoning.
The Board discussed the various districts around City Hall and what changes
likely will be made and the impact of changing G&ISD across the city to be more like
Downtown Development District.
Member Durgin made a motion to recommend that the City Council pass the
rezoning request contained in C.O. #17-287. Member Hicks seconded and the Board
voted unanimously to recommend #17-287 be approved by the City Council.
