HomeMy WebLinkAbout2017-01-12 Historic Preservation Commission Minutes HISTORIC PRESERVATION COMMISSION OF THE CITY OF BANGOR MEETING OF JANUARY 12, 2017 MINUTES Commission Members Present: George Burgoyne, Vice-Chair Matthew Carter Wayne Mallar Reese Perkins Alfred Banfield, Associate Member Tony Manzo, Associate Member Consultant to the Commission: Mike Pullen City Staff Present: David Gould Peter Witham Vice-Chair Burgoyne called the meeting to order at 7:00 p. m., with Chair Rettenmaier absent. Associate Members Banfield and Manzo were present and would alternate voting on items. PROJECT REVIEW 1. 20 State Street – Kevin Tilton Replacing the existing windows with up-to-date windows and installing a new EPDM roof Chapter 148 Historic Preservation – Great Fire District – Certificate of Appropriateness Keith Ewing, P.E., representing the applicant, introduced himself and the application to replace 18 windows on the front of the building, 24 windows and 1 passage door on the rear, infill of two former windows with brick at the rear, and installation of new EPDM membrane roofs. Mr. Carter moved approval of the application with the following conditions: (1) replace a total of 42 windows on the 2nd, 3rd, and 4th floors on the front and rear of the building, (2) replace EPDM roofing on the lower and upper roofs, (3) patching mortar to be low-strength or low in Portland cement, being recommended per the Secretary of Interior Standards, (4) infill existing boarded up windows with brick, with a mortar skim coat to match the wall, (5) replace door with matching insulated steel door, which is to be painted the same color as the stucco wall Mr. Perkins seconded the motion, and it was approved 5-0 with Associate Member Manzo voting. Page 1 of 3 2. 20 State Street – Kevin Tilton Replacing the existing windows with up-to-date windows and installing a new EPDM roof Chapter 71 – Bangor Center Revitalization Area (“Façade Area”) – Design Review Mr. Carter moved approval of the application with the following conditions: (1) replace a total of 42 windows on the 2nd, 3rd, and 4th floors on the front and rear of the building, (2) replace EPDM roofing on the lower and upper roofs, (3) patching mortar to be low-strength or low in Portland cement, being recommended per the Secretary of Interior Standards, (4) infill existing boarded up windows with brick, with a mortar skim coat to match the wall, (5) replace door with matching insulated steel door, which is to be painted the same color as the stucco wall Mr. Perkins seconded the motion, and it was approved 5-0 with Associate Member Manzo voting. 3. 73 Central Street – House Revivers, contractor for Sandy Boyd Replace first floor fixed windows with sliding windows Chapter 148 Historic Preservation – Great Fire District – Certificate of Appropriateness Robert Kelly of House Revivers, representing the applicant, introduced himself and the application to replace fixed windows with sliding windows in three of the five storefront bays on the first floor that are separated by granite columns. Facing the building the three bays are the middle one and the two to its right. Also they are replacing a broken first floor window overlooking the Kenduskeag Stream. Mr. Mallar moved to table the application to the next meeting for drawings to be revised with the Commission’s recommended changes. Mr. Banfield seconded the motion. The motion failed 1-4 with Mr. Banfield voting. Mr. Perkins moved approval of the application with the following conditions: (1) the vertical trim in the wood panels above and below the proposed sliding windows be moved to align with the vertical frames and trim of the new sliding windows, and, (2) if there are screens, they must be on the interior of the windows, and, (3) no awnings or other design details on the drawings submitted with this application are approved. Mr. Carter seconded the motion. The motion was approved 4-1. Mr. Carter seconded the motion. The motion was approved 4-1. ADDITIONAL BUSINESS 5. Review and Approval of HPC meeting minutes Mr. Perkins moved approval of the minutes for the December 8, 2016 meeting. Mr. Banfield seconded the motion, and it was approved 6-0.
