HomeMy WebLinkAbout2014-10-07 Planning Board Minutes PLANNING BOARD OF THE CITY OF BANGOR MEETING OF OCTOBER 7, 2014 MINUTES Board Members Present: Andy Sturgeon, Chairman Paul Bolin Charles Boothby John Kenney Wayne Mallar Dora McCarthy, Alternate Member John Miller City Staff Present: David Gould Peter Witham Chairman Sturgeon called the meeting to order at 7:00 p.m. NEW BUSINESS Item No. 1: Site Development Plan approval to construct a new 1,320 square-foot storage garage and 250 square feet of associated driveway pavement located at 80 Sunset Avenue in an Urban Residence 2 District. Sunset Meadows Associates, LP, applicant. Chairman Sturgeon noted that the quality of the plan provided was hard to read. Mr. Larry Van Peursem, representing the applicant, distributed full size copies and drawings to the Board and further explained the history of the project. He indicated that they are proposing to tear down an existing garage and build a new garage and add 250 square feet of driveway pavement at 80 Sunset Avenue. Planning Officer Gould explained that plans for Special Exception and Site Plan were approved for this site in 1981. A Site Plan revision was approved on May 3, 1982. In 1991, the City's new Land Development Code reclassified the property to an Urban Residence 2 District (URD-2). This new zoning district made the sixplexes nonconforming as URD-2 zoning only allows 1-4 unit buildings. Mr. Gould indicated that the plan that is presently before the Board relies on a 1982 plan with the proposed garage and pavement added at the end of the cul-de-sac. A smaller storage 2 building exists on the site but was never approved. The garage building will be 1,320 square feet with two doors beyond the cul-de-sac and designated parking. The new pavement is proposed between the garage doors and the existing pavement. The building measures approximately 18 feet from a property line created in 1981 when the project was set off from adjacent land formerly in common ownership. In the URD-2 district the building setback is 5 feet from a side line and 20 feet from a rear line, except for an accessory structure and 5 feet at the rear. Planning Officer Gould indicated that the URD-2 has a maximum building height of 40 feet, allowable lot coverage of 35%, and Minimum Useable Open Space of 600 square feet per dwelling unit. Engineering and Planning Staff requested that the applicant label and recalculate these three items and provide additional information regarding other minor questions and comments. Staff would like the details of the URD-2 development standards to be updated to demonstrate their compliance with the Land Development Code. All other details of the 1982 approved plan remain unchanged. Mr. Bolin moved to approve the Site Development Plan for construct a new 1,320 square-foot storage garage and 250 square feet of associated driveway pavement located at 80 Sunset Avenue in an Urban Residence 2 District, Sunset Meadows Associates, LP, applicant with the condition that any additional utility connections should be shown such that the Engineering Department can review their adequacy and that the plan reflect updated development data, such as lot area, lot coverage, setbacks, open space etc. Mr. Boothby seconded the motion. Mr. Kenney amended the motion to add a condition that a revised plan be submitted that would include that information. The Board voted 7 to 0 in favor of the motion as amended. APPROVAL OF MINUTES Item No. 2: Planning Board Approval of Minutes. Chairman Sturgeon indicated that the Minutes of the September 16, 2014 Meeting were in order. Mr. Boothby moved to approve the Minutes of the September 16, 2014 Meeting. Mr. Miller seconded the motion which carried unanimously. Other Business Planning Officer Gould discussed with the Board the lack of City standards for addressing traffic from the reuse (or change in use) of drive-thrus. The Board directed Staff to work up draft language for discussion for a possible amendment to the Land Development Code. The meeting was adjourned at 7:32 p.m.
