The Commission held a special meeting onmet Friday, May 7April 2, 2010 in the City Council
Chambers. The meeting was called to order at 1:00 p.m.
First for review was a flag lot located at 1205V Essex Street, owned by Caroline E. Stevens
Company. David Stevens present to represent this project review. David explained the concept
of the flag lot. Motion made by Tricia Quirk and seconded by Cindy DeBeck. The vote was
unanimous for approval.
Next for review was the addition of a propane tank and relocation of one parking space for Blue
Seal located at 876 Stillwater Avenue. Mary Ann LeClair was present representing Blue Seal
and Dan Dupris for Maine Energy. Jackie asked what the purpose would be and what protection
would be provided. The purpose would be to provide a fill station. It was explained that there
would be concrete barriers, chain link fence, and wooden fence. It was also noted Dale

Hershey, Maine State Inspector had visited the site and thought it was fine. Cindy DeBeck
motioned and seconded by Bill Phillips. The vote was unanimous for approval. Item #3, Future
Items/Commission Activities was discussed first. Jim Ring commented about revisiting charges
of the Marsh/Mall Commission such as conservation rec___________. Jackie was more
proactive about identifying specific concerned and threatened areas, parcels and public access.
Tricia thought the recent meeting sequence was fine and should meet when needed to. Lucy
asked David if there was any further Ordinance revisions, etc. Jackie asked about wetland
banking opportunities (i.e. mitigate in Penjajawoc for activities in other watersheds. This was
allowed by law, some examples in Bangor. Lucy mentioned ______________________. Bill
and Jim Hinds motioned to have Jim Ring investigate further and send letters of interest. Vote
was unanimous.

Marion mentioned he had been contacted and initially not too interested, but has since decided
to let a survey be done. Jackie suggested sending out letters like Bangor Land Trust had done
from this group (Marsh/Mall Commission) to see if there is interest by land owners. Two
concerns were starting a process perhaps periodically to inform landowners and gauge interest.
The other was to verify if such a thing could be done either by or on the behalf of Cindy. The
question posed was could they instead rely on BLT’s efforts and was concerned about creating
an impression.
Tricia agreed with Cindy’s concern, maybe they should identify specific parcel interest first.
Jackie still thought it may be beneficial. Jim Ring would clarify with City Solicitor as to whether
the Marsh/Mall Commission could or should.
Lucy mentioned past presentation from agencies, and posed a question about follow up. Cindy
suggested it might be good to get information about programs to preserve farmlands. Many
agreed this would be good to do.
Next was a discussion on the future meeting schedule. The group agreed to: 1) Hold first
Friday of the month open, if meeting was needed. 2) At a minimum, schedule quarterly
meetings June, September, December, and March. 3) Continue policy/practice of meeting for
project reviews with a two week window.
Updates were provided to the Commission. Wendy Warren outlined water quality
testing/inspection and noted levels were good and significant water quality improvement in the
area directly below the small marsh at the foot of the former landfill and immediately up-
gradient of the Bangor Land Trust footbridge.
Lucy Quimby provided handouts of the 2005 ___________________.
Audubon, 2001 MDIF&W – Penjajawoc and reported that BLT now has the 43 acre Benson
Subdivision Open Space parcel (previously reviewed by the Marsh/Mall Commission. Lucy
mentioned Bangor Trails work may be present next time.
Lucy and Jessica mentioned many upcoming bird walks scheduled and would forward to Jim
Ring to be distributed to the Marsh/Mall Commission members. The upcoming Garden Show
would have a trails presentation.
A motioned was made by BillMarion and seconded by Bill to adjourn at 2:23 p.m1:16 p.m..
