MEETING MINUTES
Councilors Present: Baldacci, Graham, Nealley, Tremble
City Staff Present: Bolduc, Collins, Conlow, Emery, King, Nicklas, Parke Clemons
from Republic Parking
Committee Chair Nealley called the meeting to order at 5:15 p.m.
CONSENT AGENDA
1. Amendment to the Lease Agreement with Stillwater Enterprises, Inc.
Councilor Baldacci moved passage of the consent agenda, including staff
recommendation to append lease agreement, Councilor Graham
seconded. Vote unless doubted, no doubt.
REGULAR AGENDA
2. Republic Parking Annual Report – Parke Clemons presented the report and
summary recommendations. Councilor Graham requested follow up
regarding signage being blocked by the kiosks, as well as a pie chart of
monthly parkers. Councilor Graham moved staff recommendation to move
forward the recommendations of Republic Parking for rate increases for
transient parkers, Councilor Baldacci seconded. Vote unless doubted, no
doubt.
3. Development Process Ordinance Amendments – Councilors requested staff
bring back recommendations regarding the many definitions of downtown,
as well as do a survey for customer feedback on these process changes.
Councilor Graham moved staff recommendation to amend ordinances
related to the Development Process, Councilor Tremble seconded. Vote
unless doubted, no doubt.
4. 73 Central Street Lot - Councilor Tremble moved staff recommendation to
approve the extension, Councilor Graham seconded. Vote unless
doubted, no doubt.
5. Bicycle Repair Station – Tracy Willette reviewed the proposal. Councilor
Graham moved staff recommendation to amend Development Process
Ordinance, Councilor Tremble seconded. Vote unless doubted, no doubt.
Councilor Graham moved to enter Executive Session at 6:08 p.m.
Councilor Tremble seconded.
6. Executive Session – Economic Development – Property Disposition - 1
M.R.S.A. § 405(6)(C)
Out of Executive Session at 6:17 p.m.
7. Council action on above item: Councilor Tremble moved staff
recommendation, Councilor Graham seconded. Vote unless doubted, no
doubt.
8. Other business – Remember Plaid Friday and Small Business Saturday!
