Councilors Attending: Plourde, Baldacci, Sprague, Nealley, Durgin, Graham, Faircloth

Councilor Plourde, serving as temporary Committee Chair, called the meeting to Order at 5:15
pm.
1. Order, Authorizing the City Manager to Apply for $115,638 in Partnership for Success (PFS)
2015 Project Grant Funds from the State of Maine’s Substance Abuse and Mental Health
Services (SAMHS)
Director Hamilton explained the purpose of and details about the grant. Councilor
Sprague asked for an update at a later point regarding the status of mental health
services provided in the community and the Dorothea Dix facility. It was then moved by
Sprague, seconded by Nealley and voted to recommend approval to the City Council.
2. Resolve, Authorizing the City Manager to Accept and Appropriate Grant Funds from the
Maine Department of Health and Human Services – WIC Nutrition Program
WIC Program Manager Eyles explained the purpose of and details about the grant. It
was moved by Baldacci, seconded by Sprague and voted to recommend approval to the
City Council.
3. Resolve, Accepting and Appropriating a Grant in the Amount of $125,000 from the
Substance Abuse and Mental Health Services Administration ( SAMHSA) to Implement
Drug Free Communities Program
Director Hamilton explained the purpose of and details about the grant. Councilor
Baldacci inquired about the status of the Drug Court approved in the State’s new
budget. Manager Conlow indicated that she had asked the Police Chief to look into this.
It was moved by Baldacci, seconded by Durgin and voted to recommend approval to the
City Council.
4. Resolve, Authorizing the City Manager to Accept and Appropriate $132,000 in Grants
Funds from the Maine Department of Health and Human Services, Center for Disease
Control and Prevention(CDCP) for the Sodium Reduction in Communities Program
Director Hamilton explained the purpose of and details about the grant. Councilor
Durgin asked if Good Shepherd Food Bank was participating; Director Hamilton
responded yes they were. Councilor Graham asked if a review / summary of the various
Health and Community Services grant programs could be provided at some point.
Director Hamilton indicated that the binder the Department prepares annually with all
of the information should be completed shortly, and will be provided to Council. It was
moved by Baldacci and seconded by Sprague and voted to recommend approval to the
City Council.
5. FY 2015 Homeland Security Allocation- Resolve to Accept and Appropriate $179,023 in
Grant Funds
Fire Chief Higgins explained the purpose of and details about the grant. A copy of the
proposed projects to be funded by the grant was included with the agenda information.
Councilors commented about the value of this program, the funding provided and the
benefit to the community. It was moved by Baldacci, seconded by Nealley and voted to
recommend approval to the City Council.
6. City Council Attendance/Absence Policy Discussion

This item was tabled until the next Committee meeting on September 21 at the
request of Councilor Civiello, who wanted to participate in the discussion, but was
unable to attend.
With no further business to come before the Committee, the meeting adjourned at 5.27 pm
