Discussion of Habitat for Humanity Request to Obtain Vacant City Land Jim Ring notes the City owns a piece of land over on the depicted by the maps, bounded by Fifth, Vine, Carroll and Third. There was a Neighborhood meeting about a year ago, because Habitat for Humanity had expressed an interest in developing some homes on that lot. They are looking to plan their work program for this year and have renewed interest this site. Habitat was under a plan that contemplated up five houses. Subsequent to that meeting it appears that the infrastructure costs would be very expensive to do. The interest now is to develop two house lots at the Fifth Street end of the property. Indicating two maps to present for discussion purposes how the land could be divided up to provide possibly two houses or home sites for Habitat. Also how the remainder of the City owned parcel could be conveyed to abutters on the property lines. Indicating he has spoken to many, about 75% of the property owners. Many of which are represent. The outline drawn represents the City’s parcel, Habitat could conceivably develop two home sites at the end of the parcel on Fifth Street. There’s just enough width to develop a 75 foot width lot and a 50 frontage flag lot, a house sitting on one lot and the other one the house would have to sit back because our requirements in this zone call for minimum 75 foot lot width. The remainder could be divided lot line extensions to the adjacent property. The other map represents the new lot lines. The Higgins, Rolnick, and Sapiel lots would not get a full width extension because of the way their property abuts. Proposed for Lehman’s, Noddin, and Marden a ten foot wide landscaping easement. Mr. Marden has established a garden he would like to continue using, possibly grant an easement. Mr. Noddin has a drain pipe from a pool that he doesn’t want blocked. The Lehman had concerns about drainage. Habitat indicated they would create a perimeter drainage ditch to assure that drainage. Jim Ring’s recommendation is that permanent easements will go with the land. Vinyl Applebee, Treasurer for Habitat for Humanity expresses interest in the properties Jim Ring spoke about. Offers no concerns for the proposed easements. States that 1 approximately one house per year as been built, this would be a two year venture to build these two house. The proposed homes have not been decided but the map illustrates a 25 X 40 home with two separate drives for each lot. Addressing the drainage area, the Fleming family has been contacted and discussed running a drainage ditch to tie into an existing one. Upon some discussion and citizen comments motion from Councilor Cashwell to convey easements, lots one and two to Habitat for Humanity and convey other pieces as amended to the abutters. Seconded by Councilor Allen. Referred to City Council for next Council meeting. Adjourned. 2
