Committee convened at 5:00 p.m.
CONSENT AGENDA
1. Abatement Request: Maine Air National Guard. 101 CES/DE-Acct. #10055
Moved and seconded with Brad Moore noting the Guard recognized the following
morning there was a water main break, with Ed Barrett commenting the meter was not
located at the building.
2. Referral: Ordinance CO #07-130, - On Street Parking Regulations on Court
Street - From One Hour and Designated for Police Vehicles to Only to Two
Hour
Moved and seconded with no discussion.
3. Referral: Ordinance CO #07-131, Amending the Parking Regulations on May
Street From Commercial Loading Zone to Two Hour Parking
Moved and seconded with no discussion.

4. Follow-up: Dumpster Noise
Jim Ring stated this item was on the March 20, 2007 TIC Agenda and provided follow
up. On two occasions a meeting was held to work out the matter of a pick up schedule
for Fairmount Market. There was a modification to the scheduling for the pick up not to
take place before six a.m. Jim stated he spoke with Ty Robertson on Friday, to which
Mr. Robertson stated that schedule was working. There is no action needed.
5. Authorizing City Manager to Execute Three Easement Deeds for Subsurface
Utility Conduits
This request is related to the subsurface conduits request for the Racino Project, behind
Barrett Paving. Electrical relocation is necessary and will include locations at the corner
of Main and Buck Streets (outside the ROW), behind Blue Canoe to Main Street (in
street), and Dutton Street below Railroad bridge going to the rear of the property. The

removal of two – three poles on Main Street, the count Jim Ring will verify per Councilor
Blanchette’s request. Councilor Blanchette moved, Councilor D’Errico seconded with
referral to the Council.
6. Request to Discontinue Portion of Warwick Street
John Hamer explained Mr. Frank Carr had requested the discontinuance of a 100’
portion of a paper street, to the south of Earle Avenue for the purpose of building a
garage. With no further discussion, Councilor Farrington moved and a second to full
Council.
7. Establishing An Airport Committee-Continuation of Prior Discussion of This
Issue
Ed Barrett stated that the Committee previously reviewed and the following revisions
were made:
1. The TIC Committee should be expanded from three to five
members.
2. The TIC Committee should schedule one meeting each quarter to
focus on major airport issues.
