Consent Agenda
1. Sewer Abatement Request: Maryanna Bradshaw, 40 Blackstone Street-Account

Brad stated the home was unoccupied and resulted in damage which has been
repaired it does meet the criteria. Abatement amount $1,141.00.
2. Sewer Abatement Request: Judy Hager, 689 Union Street-Account #0066258
Brad stated this home was unoccupied resulting in frozen pipes. The repair was
made, it does meet the criteria, and the abatement amount is $761.96.
Motion was made by Councilor Palmer and seconded to approve Item 1 & 2.
Regular Agenda
3. Downtown Parking Advisory Committee – Term Extension Through May 26, 2008
The Committee has requested a one month extension to complete work.
Councilor Palmer motioned to approve and it was seconded. Councilor Palmer
suggested that the Committee meet more than once a year, it should be a
standing Committee, will need to confer with Councilor Hawes. There was a
unanimous vote.
4. Surcharge Negotiations – Garelick Farms

There was a meeting on March 18, 2008 to discuss Garelick Farms, who is a high
strength user, which costs more to treat. Garelick had requested a portion be
waived and requested a deferred payment plan. The memo from Brad outlined
the payment terms. There was discussion of these terms and the concern about
treating all users the same as the next.
5. Sheraton-New Castle Request Extension of Lease – 8 Million Dollar Renovation
The request is for the hotel parking agreement to line up with the land lease.
Because they are partnering with Widewaters it required a consent of
agreement. Staff recommends to full Council for Monday. Councilor Palmer
moved, and it was seconded. Councilor Wheeler requested to leave.
Motion and seconded to adjourn meeting.
