Agenda
1. Assignment of Pipeline Easement – Mobil Pipe Line Company
(Copy of Memo from City Solicitor Norm Heitmann)
Norm explained that initially, an easement was granted to Mobil Pipe Line
Company in 1973 for the purpose of laying, construction, maintaining, and
operating pipelines under City land. In 1991 that easement was replaced with
another easement.
Early this year Buckeye Pipe Line Transportation, LLC purchased Mobil’s pipeline.
A new easement would be necessary for Buckeye to operate.
Councilor Durgin moved and it was seconded.
There was continued discussion about the reputation, which Norm would provide
more details at the Council meeting.
2. Assignment of Contract with RMT – Coal Tar Remediation

Norm explained that TRC bought the environmental portion of RMT. Previous
work with TRC in 1995 was successful. The City assign RMT’s contract to TRC.
Councilor Longo moved and it was seconded by Councilor Durgin.

3. Implementation of Single Stream/Pay-Per-Bag, Revised Budget and Revised Solid
Waste Ordinance, Chapter 265
a. Dana Wardwell at the July 5, 2011 Infrastructure Meeting provided
information to the Committee regarding SS/PPB budget. At Committee
request, SS/PPB is being brought back with revised estimates that would
not include general funds, as attached.
b. A revised Residential Collection Section of Chapter 265, Solid Waste
Ordinance, is also attached. Staff recommends approval.
Dana explained the proposed fee structures. A 1.50/bag fee would carry the
program through FY13 and a 2.00/bag fee would carry program through until
FY16. The size of the bags would be fifteen and thirty-three gallon. He
provided bags with the proposed limits of fifteen pounds for the fifteen gallon
and thirty-three for the thirty-three gallon. The choice of thickness would be
1.5 and 1.65 mil.
There was discussion of bag costs and containers to use. Councilor Bronson
was concerned what citizens would use for containers. Councilor Gratwick
stated that the Recycling Committee could sort out those types of issues.
Councilor Durgin brought up Chapter 265-4 regarding residents supplying
their own recycle containers and with handles and covers, Dana noted that
the rubbish was the same type ordinance with handles and covers. Jerry
stated that some residents were under the assumption the program already
had started. Councilor Blanchette concerned about citizens who were unable
to acquire themselves. Councilor Durgin suggested management come back
with more suggestions. The program should be a benefit not a burden to the
citizens. Cathy asked about the implementation date of January 1. There
was continued discussion regarding the implementation timeline for the

program. Councilor Bronson thought January 1 was not feasible, but April 1
would be. The overall consensus was sooner rather than later. Councilor
Blanchette preferred June 30, while Councilor Longo’s preference was
January 1, 2018. Councilor Gratwick suggested March or April, not to wait
th
until June 30.
Members discussed whether the City would deliver containers that were
purchased by citizens and Cathy suggested not placing language in the
ordinance and that the education campaign could provide all the necessary
details. She explained the current process of bundling and shipping out does
with items. Councilor Longo inquired as to where the items would go when
implementing this program and he was informed of Boston as a destination.
Councilor Durgin about the weights allowed in the recycle bags. Dana said
the fifteen gallon bag hold fifteen pounds and the thirty gallon hold thirty
pounds and provided demonstration bags filled with the appropriate weights
for Council examination.

Members also asked about tires in this program and Dana said they would
accept tires not to exceed 16” and the decision was to not place them in a
bag.
Cathy asked to have clarification for the language to be placed in the
ordinance: 1) Schedule implementation. 2) A 2.00/bag fee. 3) Weights
regarding the fifteen and thirty pound limit. 4) Tires.
Councilor Blanchette suggested availability of the bags in the local retail
stores.
Dana also explained that the weight limit typically was forty pounds for the
handlers. Also, the request from the disposal companies would not to place
recyclables in a plastic bag. And it was believed pick up every week for both.
Motion made to make changes to the ordinance and bring back to
Infrastructure Committee. Councilor Longo suggested holding a special
meeting. Cathy responded that was not necessary and referenced time to
build the program and acquire education outreach RFP. Councilor Durgin
requested it come back in two weeks.
Councilor Gratwick noted there was no motion required.
