Commentary:
Under recent federal legislation, school districts may be reimbursed for rehabilitation services Provided m
its special education students that qualify for Medicaid. These services are budgeted for on an annual
basis with no guaranteed annual federal reimbureement onticipated. The S300,000repmsenis
reimbursement for services rendered January 1998 to June 1998. The $350,000 represents anticipated
reimbursement for services rendered during the fiscal year ending June 30, 1999.

RE: 1998-99 School Supplemental Budget Request
On Monday, July 20, 1998, the Bangor School Committee approved a 1998-99
Supplemental Budget request totaling $550,000. As a result of Uva action, the Committee is
seeking approval of the 1998-99 School Supplemental Budget by the Bangor City Council.
The approval would permit the reinstatemrnt of the middle level Alternative
Education Program and the purchase of 42 acres (plus or minus) of land located on Keadua-
keag Avenue and Ori15n Road in Bangor, Maine.
The Altemarive Education Program is an educational necessity. The program
would serve Orade 8 students being retained for reasons of academic failure, lack of school
attendance and/or behavioral problems.
The land purchase repreaents an investment in the future of the Bangor School
Department and the Bangor community.
