Commentary:
The City is required to hold public hearings before adoption of the FY 1998 ConsolidatN Housing and
Community Development Plan. The Continually and Ecommic Development Staff held a public hearing on
Jammy 21 and the Consumedly and Ecommic Develop rem Comntittce held a second public hearing m its
melting on May 6, 1998. A fhhd public hearing is scheduled to be held at the May 11, 1998 City Council
tnectlng.
Following the public bearing, the Council may take action on the FY 98 Consolidated Plan and related
actions.
A copy of the proposed City of Bmgor 1998/99 Community Development Block Crzam Progmm for the
period July 1, 1998 to lura 30, 1999, as recommended by the Commmdty and Economic Development
Committee, is mnsched. Also attached is a summary of the City of Bangor 1998 Consolidated Plan for Housing
and Continually Development.

THAT the City Council of Bangor, as the Imai governing body, hereby authorizes and
directs the City Manager to submit to and file with the Department of Housing and Urban
Developmau a Consolidated Hwsing and Community Development Plan for Community
Development Block Gram Entitlement Funds as provided for in Title I of We Housing and
Community Development Act of 1974, as amended, a copy of which is on file in the Office of
the City Clerk; and to provide such additional information end famish such documents as may
be required by the Depavmmu of Housing and Urban Development to execute such contract or
contracts as may be necessary for the entitlement grata to be received; and to execute and file
requisitions for funds.
BE IT FURTHER ORDERED, THAT, the City Manager is hereby appointed as the
authorized representative of the City of Bangor to act in connection with such Plan of the City
of Bangor for Federal Community Development Block Oram funds under Title I of the
Housing and Community Development Act of 19'/4, as amended.

Consolidated Plan Annual Action Plan
for Housing and Conmwnity Development
The Bangor 1998 Consolidated Plan Annual Action Plan presents a coordinated
approach to addressing Wagon's housing and community development muds ova the fourth
year of the five year period addressed by the 1995 Consolidated Plau. The goal of the plan is
to integrate economic, physical and human development in a comprehensive and coordinated
fashion so that families and commodes can work mgetlwr and thrive.
The Consolidated Plan describes the City's planned use of federal, stave act local funds
and other housing resources to address the reeds of borneless and low- and moderate -income
households and persons in ways that promote cormuuniry and individual stability.
The 1998 Consolidated Plan Annual Action Plan integrates the application, planning
and citizen participation for Bangor's Community Development Block Grant (CDBG) program.
Ultimately, the Consolidated Plan allows the City of Bangor, its citizens, housing and
related service providers and citizens, the opportunity to creme a unified vision for corwaunity
development actions. The 1998 Bangor Consolidated Plan Annual Action Plan, as required by
the U.S. Deparnnent of Housing and Urban Development must primartly, benefit low- and
ntodttate-ircome persons in acemdance with tM following major goals:
Provide decent housing. Assist boundless persons to obtain affordable
housing; retain the affordable housing stock, increase the availability of
permanent housing that is affordable to low-income households; and increase
supportive housing that includes structural features and services to enable
persons with special needs to live in dignity.
Provide a suitable living environment. Improve m safety and livability of
neighborhoods; increase access to quality facilities and services; reduce the
isolation of income groups within arras by deconretmatimg Musing
opportunities and revitalizing deteriorating neighborhoods; restore act preserve
natural and physical features of special value for historic, architectural, or
aestheM reasons; and conserving energy resources.
ME Expand erommic opportunities. Within this goal are creating jobs accessible
to low- and very low-income persons; providing funding for comnmtity
development that Promotes long -tent ecotmndc and social viability; and
empowering low- and very low -mom persons in federally assisted and public
housing in achieve selfsufficusicy.
PROPOSED ACCOMPLISHMENTS
for the expenditure of 1998
Continuity Development Block Gram
funds in support of
Five -Year Strategic Plan Priority Goals
Priority I - Very low-income, other low-income, homeless individuals and households.
Proposed accomplishment: Provide transitional case management services m
Park Woods Trammonm Neighborhood by handbag one full-time case manager
and one part -tune clerical support staff person. This activity will increase the
effectiveness of the transition pians by which homeless are seeking to free
themselves from public assistance.
Priority 2 - Very low-income and other low-income homeless and other individuals and
households.
Proposed accomplishmeat Participation with Maine State Housing Authority N
the acquisition and rehabilitation financing of 51 runs of surplus military
housing expected to be acquired from the federal govemmevt. These
unoccupied units will be occupied by existing public housing residents and
others whose income and existing public housing rents indicate an ability to pay
affordable rents. In tum, the vacated public housing units will be occupied by
eligible hunts who otherwise world be homeless.
Priority 3 - Very low-ircmce and other low-income homeless youths.
Proposed accomplishment: Using finds contained in the 19W Continuum of
Care Chant, assist Shaw House, a livo-in 30-Oay youth shelter, or deliver
support services, outreach, and crisis intervention for homeless youth. This
includes expansion of the facility's day program atM the "streediglif outreach
program, and the treatment of substance abuse problems. This activity will
assist the effort to continue the provision of a low -barrier over -nigra shelter and
implement a day program but homeless youth to provide a safe alternative m life
on the stress.
Priority 4 - Very low-income and other low-income small related renter households and all
other neuter households.
Proposed attomplisimene ltehobilimtion of 46 rental units: additional units will
be rehabilitated should program income exceed projections. This activity
preserves the existing rental housing iwemory, while increasing dwelling
safety, security, sanitation, comfort, energy efficiency, and maintainability, and
stabilizes the neighborhood.
Priority 5 - Existing homwwnera
Proposed accomplabmenl Rehabilitation of owner occupied units should
program income exceed projections. This activity preserves the existing owner -
occupied housing inventory, while increasing dwelling safety, security,
sanitation, comfort, energy efficiency, and maintainability, and stabilizes the
neighborhood.
Priority 6 - Ist-time homeowners with children and all others.
Proposed accomplishment: Rehabilitation of 51 dwelling units of military
surplus single-family housing expected to be acquired by the City from the
federal government plus activity will increase the supply of affordable code -
compliant homes for sale and available to first-time bomcowners, lower-income
households, and current reddens of transient, subsidized, and public housing
with sufficient income to purchase me affordable traits. This activity also helps
to stabilize the neighborhood.
Business Development lean Program;
Proposed accomplishment: Assistance to 1 or more private sector business
entities b erasure or retain at least 10 permanent fag -time jobs or equivalent
part-time jobs, principally for low and moderate income persons. This activity
irmcteases ecommic opportunity for lower-income pentons and increases
eco manic opportunity in the community.
Property Acquisition, Clearance and Disposition;
Proposed accomplishment: Continued payoff of purchase agreement for the
former Mame Central Railroad waterfront property for resale or lease, and the
sale or lease of the former Bangor Waterworks property to private -sector
eatities for the creation or retention of permanent jobs principally for Inw and
moderme-mco ne persons, and/or the removal of blighting conditions.
Proposed accomplishment: Continued payoff of the previously partially tandW
acquisition of approximately 28 acres of waterfront property from the Maine
Central Railroad, environmental mitigation, and preparation for disposition for
economic development purposes. This activity continues the decades -long
efforts to remove industrial activity and residual environmental contamination
from rhe waterfront and replace it with commercial and recreational activity
which invites the public to return to the riverffont, Bangor's most visible
annual asset.
PROPERTY DISPOSITION STRATEGY:
Proposed accomplishment: Dispositive of waterfront and other CDBC fWded
properties for redevelopment. This contributes to removal of neglected and
blighting influences, increases economic opportunity and business activity.

PIIRI.IC HOUSING AREA STRATE -Y:
Proposed accomplisbmems: Participation with Maine State Housing Amhority
in the rembilitafion handing of 10D units of former University of Maine housing
being acquire by the BHA - related Bangor Housing Development Corp. to
provide altema(ive housing for =am public housing residents whose income
will support affordable rents, thus freeing -up public housing mom for new
homeless names. BHA will also respond to any NOPA for additional Section 8
certificates and vouchers for disabled, non -,elderly persons, develop a day use
center and other youth -oriented activides.
FAIR HOUSING STRATEGY:
Proposed accomplishment: Continue development of a Fav Housing Flan.
ADA COMPLIANCE:
Proposed accomplisbmmt: Resolve bandicap accessibility non-compliance
issues in at least 1 publicly accessible facilities and work places employing
persons with disabififies, and accessible parking and entrance routes m 1 public
school. This will remove architechval barriers an persons wiW disabilifies.
PUBLIC INFRASTRUCTURE IMPROVEMENTS:
These activides remove deficiencies from essential public infrastructure,
improve public safety, and insure compatibility with private development.

Proposed accomplishment: Asphalt overlay of 3,235 lineal fat of streets.
