1. Bids/Purchasing
a. Primary Underground Electrical Upgrade – Airport - Moulison North -
$490,269
Cyr noted that this project has been previously discussed. There were a number of
significant electrical upgrades needed at Bangor International Airport. This is the first
of three bids; the other two will appear on next week’s Finance Committee agenda. The
current underground system was installed in 1973, the cables were expected to last 25
years, and the system has more than fulfilled its useful life. There is significant decay,
corrosion and underground sparking. Bids were issued, three responses were received,
and the staff recommendation is to award the bid to Moulison North in the amount of
$490,269. This particular part of the project needs to be completed before winter
conditions. The item appears on this evening’s City Council agenda for final Council
approval. Moulison North has the ability to do all of the site work themselves, and the
other two vendors would need to sub-contract the site work. Moulison’s bid is all
inclusive. Durgin made a motion to adopt staff recommendation, and it was seconded
by Weston. Responding to Gratwick, Cyr said that all three bids will be in the $900,000
range. Hupp noted that it is actually $750,000. The vote was unanimous.
b. Emergency Repairs – Hammond Street Sewer
Cyr noted that at the prior week’s Infrastructure Committee a discussion was held
regarding the deterioration of the sewer underneath Hammond Street and the need to
a quick repair especially in light of the fact that the contractor has begun staging to re-
do Hammond from Union Street up to Norway Road. With the street open, now is the
time to replace the sewer before paving. There are some partial collapses, risk of
collapses, and poor conditions. City Engineer Morgan is asking the Committee to
authorize staff to award a bid, based on a time and material basis, to the most
responsive bidder for this type of work. Morgan has started to gather quotes but is not
ready to make a specific recommendation. Morgan said that due to the nature of the
work and condition of the pipe, it is difficult to determine an exact footage of damaged
area that will need repair once the ground is opened. For that reason, he has asked
four contractors to submit time and material quotes to do this work and has received
three quotes to date. The amount of project will not exceed $100,000. Responding to
Bronson, Morgan said that all four contractors have an open contract with the City and
most likely this would be added to it. All conditions of the original contract will apply.
Nealley commented Morgan’s proactive approach. In response to Nealley, Morgan said
the existing striping was done by a contractor working for the City and not the
contractor who will actually be repaving the street. It was needed to delineate the
lanes for the traveling public even prior to the work being done. It was a fairly low
cost. In response to Bronson, Morgan said that there will be progress made on
relocating a catchbasin on the northerly side of West Broadway as part of this project.
A motion was made and seconded to approve staff recommendation. The vote was
unanimous.
