1. Consent Agenda
a. Report of Bids Awarded by Staff – October 2012
b. Workout Agreement – Musson – 76 Market Street
c. Workout Agreement – Towne – 41 Eighteenth Street
d. Write-off of Personal Property Accounts
e. Resolve 12-340, Appropriating a $175,037 FAA Grant for an Airport Master
Plan Update
f. Agreement between City of Bangor and Maine Center for Disease Control for
use of Civic Center
Baldacci moved to approve the Consent Agenda, it was seconded by Gallant and
approved.
2. Bids/Purchasing
a. Public Relations Proposal – Airport – Sutherland Weston
Caruso mentioned some of the key areas of focus with this proposal were:
Increased awareness of service in all market segments
Focus on Capital Improvement and air service efforts
Expand social media
Caruso said that a committee was developed and they unanimously chose Sutherland
and Weston.
Gallant questioned details such as cost. Risteen said that in 2010, the cost was
$19,000, 2011 was $6000 and last year’s cost was $14,495 totaling $39,925 over the
three year contract. Baldacci requested a copy of the full contract to review terms.
Baldacci moved to approve as recommended, it was seconded by Gallant and approved.
b. Marketing & Advertising Proposal – Airport – Fuseideas
In an attempt to explain the difference between these two proposals, Risteen said that
the Public Relations contract deals with local promotional activities such as outreach
programs, community groups, campaigns and social media.
Marketing and Advertising is related to the designing of television advertisements and
radio commercials. Their design team has worked great with the Airport in the past.
This is a 3 year contract that can be terminated in 30 days if necessary.
A motion was made to move to Staff Recommendation. It was seconded and approved.
3. Discussion with Taxpayer regarding Business License Renewal
Dave Little, City Treasurer explained that this is an issue with a taxpayer who has a
Business License Renewal due in January. He has back taxes due and a previous work
out agreement that has not been complied with. After discussing with our City Attorney
and City Manager, Dave said that he would like to propose a new work out agreement
in order for the business owner to obtain his license. They would pay $1100/mo for 6
st
months. If payments are made on time for the 1 six months, we will extend the
agreement. This will give us time to ensure his compliance plus it will keep the
business in Bangor.
Both Blanchette and Gratwick felt uncomfortable giving this taxpayer a second chance
due to the fact that he failed to pay on the prior agreement. Gallant suggested the
terms be changed from 6 to 3 month trial period. This taxpayer is also in the process
of obtaining a bank loan. If successful, he has agreed to pay off this loan agreement in
full.
Baldacci made a motion to move to Staff Recommendation based on the 3 month trial
period at $1100 per month and demonstrate good faith. It was seconded by Gallant
and approved.
