Council Members: Blanchette, Civiello, Sprague, Longo, Gallant, Durgin

1. Bids/Purchasing
a. Plow Equipment & Truck Bodies – Fleet Maintenance – HP Fairfield -
$170,322
Finance Director Deb Cyr stated we received 3 bids and the recommendation was
to award to HP Fairfield which is not low bidder but was the low bidder that met
th
our needs and could deliver before December 15.
Councilor Sprague moved, Councilor Gallant seconded, recommended to full
Council.
2. Waive bid process – Purchase of three (3) Ford Explorer SUV’s – Fleet
Maintenance - Quick Ford of Augusta - $87,351.
Finance Director Cyr explained that City staff recommends piggy backing on the
State contract and since Ford no longer is making crown vics, the
recommendation was to purchase SUVs due to their roominess and ease of
transport. Cyr recommended the contract be awarded to Quirk Ford of Augusta.
Councilor Sprague moved, Councilor Gallant seconded, approved.
3. Waive bid process
a. Purchase of two (2) Plow Truck Cab & Chassis – Fleet Maintenance -
Freightliner of Maine - $143,924 – memo attached
b. Purchase of Plow Equipment & Truck Bodies - Fleet Maintenance – HP
Fairfield - $170,322 – memo attached
Finance Director Cyr stated we put this out to bid within the last 2 months and
time is of essence when it comes to winter’s arrival. The recommendation is to
award contract to Freightliner of Maine.
Discussion with Councilors and staff about fleet ages and keeping that as low as
possible.
Councilor Longo moved, Councilor Sprague seconded, recommended to full
Council.
